JOB SUMMARY:


As a Training Instructor in the Foreign Service Institute, you will serve as a Language and Culture Instructor.

The Department reserves the right to terminate a conditional offer of employment if the individual does not receive a security clearance within 18 months from the date of the tentative offer letter.


FOREIGN LANGUAGE PROFICIENCY REQUIREMENTS: These positions require proficiency in specific foreign languages. Please see the qualification requirements that provides a list of the foreign languages required. 

This is a temporary appointment, not to exceed two years, but is renewable. This appointment may be extended at the option of the agency.

This appointment is in the Excepted Service and is not in the competitive civil service.

One or more positions may be filled using this vacancy announcement.

  • Serve as a classroom instructor in teaching speaking, listening comprehension, reading, and writing to a full range of students.
  • Develop and present special materials for students with specialized needs.
  • Develop or revise courses and instructional materials.
  • Assist in evaluating student progress and course effectiveness.
  • Provide language training and cross-cultural awareness to prepare Department of State employees and other foreign affairs professionals for their specific assignments.

Selective Placement Factor:  Proficiency in at least one of the following foreign languages is required as described below.  Applicants who do not meet proficiency in at least one of the languages will be rated Ineligible.  (Be sure to complete the Assessment Questionnaire to show your specific foreign language(s) skill).

Arabic - Must be a speaker of Arabic Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Arabic language and culture.

French - Must be a speaker of French Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of French language and culture.

German - Must be a speaker of German Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of German language and culture.

Korean - Must be a speaker of Korean Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Korean language and culture.

Mandarin Chinese - Must be a speaker of Mandarin Chinese Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Mandarin Chinese language and culture.

Portuguese - Must be a speaker of Portuguese Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Portuguese language and culture.

Russian - Must be a speaker of Russian Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Russian language and culture.

Spanish - Must be a speaker of Spanish Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Spanish language and culture.

Turkish - Must be a speaker of Turkish Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Turkish language and culture.

Vietnamese - Must be a speaker of Vietnamese Language and have demonstrated native or near-native skills in reading, writing, speaking, and understanding of Vietnamese language and culture.

 Note: You must complete the Language section of the Assessment Questionnaire to indicate your specific foreign language proficiency. You must also include this information on your resume.

 Specialized Experience and/or Educational Requirement

Note: Qualifying specialized experience may be obtained in the private or public sector. Your resume must clearly describe your specific duties, responsibilities, and major accomplishments you performed that relate to this position.

 - GG-09:

 Applicants applying for the GG-09 grade level must meet one of the following requirements:

 A. Have at least 1 full year of specialized experience equivalent to the GS/GG-07 grade level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:

 *Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s);

 *Development or review of training/course materials, aids, devices, etc., and evaluation of training results; or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

 B. Have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. from an accredited college or university with a major field of study in education or a subject area related to the position to be filled. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled. (Copy of college transcripts must be submitted)

C. Have a combination of graduate level education with a major field of study in education or a subject area related to the position to be filled AND specialized experience as described above in A, which when combined meets 100% of the qualification requirements for this position. Note: Only graduate education in excess of the first full year may be used in this calculation. (Copy of college transcripts must be submitted)

  - GG-11:

Applicants applying for the GG-11 grade level must meet one of the following requirements:

 A. Have at least 1 full year of specialized experience equivalent to the GS/GG-09 grade level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:

 *Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s);

 *Supervising or administering a training program;

*Development or review of training/course materials, aids, devices, etc., and evaluation of training results; or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

B. Have a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university with a major field of study in education or a subject area related to the position to be filled. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled. (Copy of college transcripts must be submitted)

 C. Have a combination of graduate level education with a major field of study in education or a subject area related to the position to be filled AND specialized experience as described above in A, which when combined meets 100% of the qualification requirements for this position. Note: Only graduate education in excess of the second year of graduate study may be used in this calculation. (Copy of college transcripts must be submitted)

Combination of Experience and Education:  When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credential have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
