The office of The U. S. Energy Information Administration (EIA), is seeking a motivated and highly qualified candidate for an exciting full-time permanent position located in the Office of Integrated and International Energy Analysis, Analysis Integration Team in Washington D.C. 

The Office of Energy Analysis analyzes energy supply, demand, and prices including the impact of financial markets on energy markets; prepares reports on current and future energy use; analyzes the impact of energy policies; and develops advanced techniques for conducting energy information analyses. This Office also oversees the planning and execution of EIA's analysis and forecasting programs to ensure that EIA models, analyses, and projections meet the highest standards of relevance, reliability, and timeliness.

This position is established to provide a computer model developer and expert analyst to work with subject-expert analysts across the Office of Energy Analysis (OEA) to contribute to the development, maintenance, modification, and integration of computer models developed to analyze long-term international energy markets. The position requires using these models to (1) to help prepare projections of future energy market conditions and (2) to analyze the effects of alternative government policies.  This vacancy is being concurrently advertised with HQ-12-CAT-27-EI-00412. Works with subject-expert analysts across the Office of Energy Analysis to participate in the development of new or enhancement of existing analysis systems for which precedents are lacking and specific attributes must be developed, tested and integrated into the existing long-term global modeling system employed by the U.S. Energy Information Administration. These new or enhanced systems are expected to make substantial contributions to major functions and operations of the Department of Energy dealing with issues having national or international impact. Projects require creativity and experimentation, development of innovative techniques, advanced integration approaches, and consideration of the effects of new and emerging technologies, rapidly changing industry practices, mergers and restructurings, new regulations, and other changes in the world and national economies.  The incumbent works on studies important to agency decision‑makers.

Works on the conception, planning, origination, initiation, development, design, performance and documentation of a broad range of continuing economic and statistical analyses and research assignments involving current and projected production, consumption, pricing, and trade patterns in energy markets. 
Contributes to the evaluation of the impacts of new technologies, changing commercial arrangements, and alternative government policies on production, consumption, pricing, and trade patterns in energy markets. Contributes to the documentation of study purposes, methods, assumptions, and conclusions, and briefs supervisors and high level officials on the results.  Acquires knowledge of subjects and studies to perform sound, authoritative economic analyses. obtains, compiles, organizes and analyzes data.  Participates in the development of new analytical techniques and significant refinements to existing techniques and apply these techniques in new, innovative and sometimes pioneering ways will be necessary. Determines and selects critical elements of real world systems for inclusion in models developed and maintained for the international program.

Monitors and conducts special studies important to agency decision‑makers.  Incumbent’s work products contribute new insights into the dynamics of and economic relationships in energy markets and influence policy decisions.  Originates new programs, techniques, studies and approaches in assigned subject areas. Analyzes, in innovative ways, the effects of different policy alternatives and advises supervisors of positive and negative effects of the different policy alternatives. Briefs study sponsors, supervisor, and high level officials on the findings and conclusions of studies undertaken, and on the relationships of conclusions to existing policies and proposed policy alternatives.  Employee applies knowledge of issues, problems and subjects studied to assure results reflect real world environments.

Participates in the developments and maintenance mathematical models, simulation and optimization computer programs, and scenarios for use in current and future energy studies. Selects critical elements of real world systems for inclusion in models Participates in the development of parameters for sources of data appropriate for the models and write and adapt computer programs for models being developed. Plans, designs, conducts, validates and maintains mathematical models of energy markets is essential.

You must meet all qualification and eligibility requirements by the closing date of the announcement. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. 4.Knowledge of statistical procedures, econometrics, and computer modeling and methods in order to develop creative solutions to analytical problems.

Degree: economics, that included at least 21
semester hours in economics and 3 semester hours
in statistics, accounting, or calculus.


Combination of education and experience--courses
equivalent to a major in economics, as shown in
A above, plus appropriate experience or
additional education.
Basic Requirements: Degree: in operations
research; or at least 24 semester hours in a
combination of operations research, mathematics,
probability, statistics, mathematical logic,
science, or subject-matter courses requiring
substantial competence in college-level
mathematics or statistics. At least 3 of the 24
semester hours must have been in calculus.

Courses acceptable for qualifying for operations
research positions may have been taken in
departments other than Operations Research,
e.g., Engineering (usually Industrial
Engineering), Science, Economics, Mathematics,
Statistics, or Management Science.

Degree: that included 24 semester hours of
mathematics and statistics, of which at least 12
semester hours were in mathematics and 6
semester hours were in statistics.


Combination of education and experience--at
least 24 semester hours of mathematics and
statistics, including at least 12 hours in
mathematics and 6 hours in statistics, as shown
in A above, plus appropriate experience or
additional education.

Courses acceptable toward meeting the
mathematics course requirement of both above
must have included at least four of the
following: differential calculus, integral
calculus, advanced calculus, theory of
equations, vector analysis, advanced algebra,
linear algebra, mathematical logic, differential
equations, or any other advanced course in
mathematics for which one of these was a
prerequisite. Courses in mathematical statistics
or probability theory with a prerequisite of
elementary calculus or more advanced courses
will be accepted toward meeting the mathematics
requirements, with the provision that the same
course cannot be counted toward both the
mathematics and the statistics requirement.
