JOB SUMMARY:

Dedicated to delivering results that matter to the American people, the FTA supports, improves, and promotes effective public Transportation, the Nation's fastest growing mode of travel. Through the administration, management, and oversight of a $10 billion annual grant program, FTA supports the development and construction of subway, light rail, and bus systems to help communities provide travel choices; improve access to jobs and health care; drive economic growth; and protect the environment.

You will serve as the Deputy Regional Administrator of the Federal Transit Administration (FTA) in Region 10 under the supervision of the Regional Administrator.   

The transit programs in this Region are characterized by a high degree of complexity due to the number of persons served, the type and number of on-going projects, the involvement of large sums of money, the interfacing of different transit needs, the complexity of environmental issues and the involvement of complex, novel and politically sensitive cases. 

This position is perfect for a senior-level manager adept at supervision, coordination and communication roles with; a strong understanding of financial management, personnel and budgetary principles and procedures, and program evaluation principles and techniques and its impact on an agency’s mission/programs and operations.

The Deputy Regional Administrator:

  • Assists the Regional Administrator in meeting FTA's mission. Represents and speaks for the Regional Administrator in the resolution of policy issues with Federal, State and local officials, representatives of the transit industry, technical associations, interests groups and the public. Advises the Regional Administrator on the impact of policies, procedures and regulations and recommends changes and revisions as needed.
  • Provides executive direction in the provision of financial and technical assistance to Federal, State and local officials associated with the various FTA programs.
  • Directs the management of regional resources and establishes policies and goals for management services, evaluation and support including organization, personnel, training, budget formulation and administration, financial management and general administrative services.
  • Determines and establishes program policies, objectives and priorities for the Region and directs development and implementation of the regional strategic and workforce plans.  Ensures that all the organizational elements within the office provide proper emphasis to individual programs.
  • Administers the Federal Transit program, including planning, environment, location, design, construction, maintenance and operating assistance, compliance with civil rights program requirements including ADA, and grant oversight and management.

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

LEVEL

To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level, and that experience is identified as the following:

GRADE 15
  • Experience with public administration, planning, environment, design, engineering, construction, operating and maintenance requirements and performance characteristics of transportation systems and subsystems including commuter rail and light rail. 
  • Day-to-day operational experience coordinating management services including administrative requirements of financial management, personnel and budgetary principles and procedures, and program evaluation principles and techniques.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).  

HOW YOU WILL BE EVALUATED:

If you meet the qualification requirements, your application will be placed in one of four categories: Platinum, Gold, Silver or Bronze, which is based upon your responses to the vacancy questions.
