General Experience Requirements (3 years): Relevant experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, guidance counseling, educational administration, educational technology or comparable activities which had clearly demonstrated success in the application of principles, methods, and techniques of education, and provided familiarity with current developments in teaching, learning, and professional development.
Specialized Experience Requirements (4 years): Education may not be substituted for specialized experience at this grade level.
Experience in a staff or supervisory position which clearly demonstrated the ability to administer PreK-12 school programs and to effectively supervise educators and support personnel. At least 1 year of specialized experience must be at a level equivalent to the next lower level in the normal line of progression. For a District Superintendent, the next lower level is considered to be an assistant superintendent or a supervisory position with district-wide curriculum, instruction, or assessment responsibilities.
Examples of specialized experience are: Experience may have been acquired from educational leadership positions that: support program innovations that go beyond the standard education programs, such as special education, gifted education, technology and others; demonstrate evidence of broad leadership skills to motivate and improve schools working in partnership with district staff, school administrators, and stakeholders; demonstrate district level technical and administrative direction of subordinates, supervisors, and/or staff members in an educational system; demonstrate extensive knowledge of professional competencies relating to instructional administration and policies for PreK-12th grade education; develop and manage budgets and staffing in support of teaching and learning goals; demonstrate professional knowledge and experience in using multiple sources of data, data analysis, research and assessment techniques; assess and recommend changes to policies and programs using internal and external data; led the oversight of the implementation of restructuring, continuous improvement, technology integration, include district wide curricula, standards, and/or professional development programs for educators; and direct the implementation of program standards and performance indicators to improve student performance.
SELECTIVE PLACEMENT FACTOR (SPF): Applicants must possess the following placement factor to be considered for this position: Possession of at least one year of district level leadership and management experience in a PreK-12 grade school setting.

4. Ability to manage the training and development of professional and non-professional staff.
5. Ability to administer school systems and programs such as planning for school improvement, curriculum development, personnel management, and budget administration.
Minimum Education Requirement: (Copies of OFFICIAL College transcripts are required as part of the application process to verify your education). A Masters degree in educational administration or a Masters degree with at least 30 graduate semester hours in professional education course work, which includes a course each in education administration, curriculum development / design, educational philosophy, and educational supervision. A doctorate degree in Educational Administration, Curriculum & Instruction, Educational Research and related fields is preferred.
CONDITIONS OF EMPLOYMENT:
This position is full-time, year round.
A pre-appointment overseas physical examination is required for selected individuals.
Individuals hired from CONUS and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas location.
The selectee will be required to participate in direct deposit/electronic fund transfer in accordance with DoD Regulation 7000.14R.
Selected individuals will be required to sign a mobility agreement as a condition of employment and must be available for worldwide placement; You must be willing to rotate to any DoDDS or DDESS location.

Applicants selected from this announcement may be required to serve a one year probationary period.
This position is designated Non-Critical Sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process.
Selectees must be able to obtain and maintain a security clearance.
Selectees will be required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993 DAWIA Purchasing Level 1 to be obtained within 24 months of appointment.

This is an Excepted Service position. This job is being filled by an alternative hiring process and is not in the competitive civil service.
