Serves as a Contract Specialist in New Orleans, LA within the Office of Construction and Facilities Management providing direct support functions for: fiduciary management of CFM’s budgets, contract administration for architectural and engineering services, construction consultants and construction services, contracts for personal services, continuity of operations, emergency planning and a wide array of administrative programs.

The incumbent will:

  • Manage accounts and contracts for A/E services, consultant contract and construction contracts.
  • Review payment invoices for completed phases of multi-year contracts.
  • Provide critical oversight of contract administration for mega project with ongoing and complex design and construction contracts.
  • Participate in technical review and final coordination for formal solicitation for bids, contractual language for contracts, and clearance procedures.
  • Review complex indefinite quantity contracts for proper funding allocations and timely payments.
  • Study current procedures and conduct comparative analysis on the success of utility contracts.

TIME-IN-GRADE Requirements: Applicants applying under merit promotion procedures must meet the following time-in-grade requirements: One year or 52-weeks at the GS-07 level to qualify for the GS-09. One year or 52-weeks at the GS-09 level to qualify for the GS-11. (MUST SUBMIT AN SF-50 THAT SHOWS TIME-IN-GRADE ELIGIBILITY AS SUPPORTING DOCUMENTATION).

BASIC REQUIREMENTS

Applicants must meet one of the following 1102 basic requirements:

  1. Successful completion of a full 4-year course of study leading to a bachelor's degree with a major in any field. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)
  2. Completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS)
  3. On January 1, 2000, held a position in the Federal service in the GS-1102 Contract Specialist series and the position was at the GS-12 or GS-13 grade level and have continually held this occupational series since January 1, 2000. (MUST SUBMIT DOCUMENTATION)

MINIMUM QUALIFICATIONS

To qualify at GS-09 level:

Specialized Experience: One year of specialized experience equivalent to the GS-7 level of the Federal service to include

  • Assisting with the interpretation of contractual regulations and resolving issues;
  • Applying sealed bidding procedures to develop contracts;
  • Maintaining contract files to track and confirm contractual requirements; and
  • Determining the appropriate type of contract and applicable provisions based on the type of project

OR

Education: Two full academic years (36 semester hours) of progressively higher level graduate education or a masters or equivalent graduate degree or LL.B. or J.D in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Note: Only graduate education in excess of 18 graduate semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit a copy of their transcripts for verification.

To qualify at the GS-11 level:

Specialized Experience: One year of specialized experience equivalent to the GS-9 level of the Federal service to include·

  • Interpreting contractual regulations and resolving issues;
  • Applying sealed bidding procedures to develop contracts;
  • Using contract negotiation techniques; analyzing the contractor’s ability to perform the contract; and
  • Utilizing procurement monitoring and management control techniques to monitor contractor’s financial and business conditions.

OR

Education: Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Only graduate education in excess of 36 semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit a copy of their transcripts for verification.

Quality Ranking Factor: FAC – C Level II Certification – Best Qualified applicants will possess a Level II Federal Acquisition Certification in Contracting. (MUST SUBMIT A COPY OF CERTIFICATION)

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Ability to administer contracts for architectural and engineering services, construction consultants, construction services, and personal services.
  • Ability to review documents and plans in order to ensure contract feasibility.
  • Ability to provide critical oversight of contract administration for mega products with ongoing complex design and construction issues.
  • Ability to provide expert technical advice and guidance on contract closeout procedures.
  • Ability to utilize a variety of software to monitor, update and produce work products.
  • Ability to communicate in writing.
  • Ability to communicate orally.
