This position is located at the VA Long Beach Healthcare System in the Pharmacy and Support Services Healthcare Group. The Formulary and Pharmacoeconomics Program Director /Clinical Pharmacy Specialist (PE) is a highly skilled licensed pharmacist clinician with Scope of Practice, competent in the practical application of pharmacoeconomics in formulary systems and an expert in health care data and information technologies.  Under the direction of the Chief of Pharmacy Service, and in concert with other supervisory personnel (four direct reports) within Pharmacy Service, the incumbent is responsible for administering the Healthcare System formulary, for inventory management and controls, for resource allocation and budgeting ($37 million) and for pharmacy data management systems. He/she will have decision making authority of the service and must have a comprehensive understanding of needs, integration and mission of VA pharmacy and of the VA healthcare system. The incumbent must have a thorough knowledge of VistA pharmacy programs, VistA service-integrated programs, the graphical user interface (GUI) employed by VHA, VA FileMan, Computerized patient Record System (CPRS), and ProClarity. 

Programs and program activities shall include but are not limited to: formulary administration, inventory management and logistics, budgeting, strategic planning, daily operation and oversight of the pharmacy’s automated data processing and management information systems, utilization management, pharmaceutical and supply formulary selection; formulary implementation; prior authorization processing, drug shortages and recalls, medication conversions; medication utilization evaluations, therapy treatment and pathway assessments (economic and clinical); disease state management; health-related quality of life assessments, clinical activities, medical and pharmacy education and preceptorship, information communication and research. Participation on Local, VISN and National committees (Formulary, ADPAC, Inventory Management, etc).

 

Work Schedule: We are a 24/7 medical center with various tours of duty and incumbent may be required to work off tours, nights, holidays and/or weekends to meet the mission of caring for the Veterans

Education: Graduate of a degree program in pharmacy from an approved college or university.  The degree program must have been approved by the American Council on Pharmaceutical Education (ACPE), or prior to the establishment of ACPE, have been a member of the American Association of Colleges of Pharmacy (AACP).  

OR

Graduates of foreign pharmacy degree programs or those who graduated from a U.S.-based non-ACPE accredited degree program meet the educational requirement if their degree is found to be equivalent to degree programs recognized by the ACPE.

 

Specialized Experience: Applicant must have one (1) year of specialized experience equivalent to the GS-12 in Federal Service. Specialized experience is defined as expert knowledge of formulary administration, inventory management, and pharmacy’s automated data processing and management information systems

OR

Completion of a VA Post Graduate Year 2 Residency Program. (PGY-2)

 

A Pharmacy Doctorate degree is Highly preferred as well as completion of a VA PGY-1 (post graduate year 1) Residency and 3 years of VA or managed care experience.

3.  Advanced skill in monitoring and assessing the outcome of drug therapies including physical assessment and interpretation of laboratory and other diagnostic parameters.  This level of skill is usually characterized by at least 2 years of experience related to clinical pharmacist duties in a specialized clinical area or advanced training/certification;

  

5.  Ability to communicate in writing to persuade and influence clinical and management decisions;

 

6.  Demonstrate an expert understanding of regulatory and quality standards for all medications including investigational drugs.  This level of knowledge is usually characterized by at least 2 years of experience related to clinical pharmacist duties in a specialized clinical area or advanced training/certification; and

 

7.  Skill to manage people and/or programs.
