This is an open continuous announcement and applicants will be referred every 14 business days starting from the date the vacancy was opened. This announcement will be used to fill vacancies for the HUD-VASH Social Worker, the Grant and Per Diem Liaison position, and the Health Care for Homeless Veterans Coordinator. We are an out-patient clinic with working hours from 8:00 am to 4:45 pm, Mondays through Fridays. These positions are within the Mental Health department.

Student Loan Repayment Program may be authorized.

The El Paso VA Health Care System in El Paso, Texas is recruiting for full-time Social Workers. The El Paso VAHCS is part of VISN 18 Network, and is a standalone ambulatory care facility with over 600 employees and growing.

HUD-VASH Social Worker: The incumbent independently provides clinical psychosocial and case management services at an advance practice level for eligible veterans and their family members in the program. The incumbent will work directly with the homeless veterans and their families or veterans at-risk for homelessness. The incumbent will work closely with the VA medical center’s homeless programs, residential and community care programs, and domiciliary programs to ensure that coordination between these entities is facilitated and veterans direct care, referral, and follow up is contiguous and based on a continuum of services.

Grants and Per Diem Liaison: The incumbent in this position will function as the El Paso VA Health Care Systems (EPVAHCS) Liaison for VA’s Homeless Providers Grant and Per Diem Program. The incumbent is responsible for monitoring and coordination of services provided by community-based programs funded under VA’s Homeless Providers Grant and Per Diem Program to ensure that veterans in community-based funded programs are receiving quality services under Public Law 107-95. The incumbent will assist in providing safe transitional housing and supportive services for homeless veterans. The liaison/case manager is responsible for the oversight of these services as well as the case management of the veterans who receive them.

Health Care for Homeless Veterans Coordinator:  The incumbent is responsible for carrying out the responsibilities of two separate yet interrelated roles, namely, coordinator/program manager and outreach clinician.  The program's scope of responsibility ranges throughout the El Paso VA catchment area.  The incumbent will be fully responsible for the management and coordination of the HCHV program.  This includes developing all aspects that are needed to provide optimum care.

Citizenship: Citizen of the United States

Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.

Qualifying Education: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Licensure: A current, full, active and unrestricted licensure or certification at the Advanced Clinical Social Work level to independently practice in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.

Specialized Experience: Requires at least two years of post-MSW degree professional social work experience in the field of health care. This experience must have been in a clinical setting and must have demonstrated the potential to perform advanced assignments independently. (A clinical setting is a medical center, clinic - medical or psychiatric, residential treatment center, or any other type of facility where social work participates in a collaborative treatment and is identified with the medical profession.) Experience must have been obtained AFTER earning a Master's Degree in Social Work.

This position will be filled on a full-time permanent basis. Upon completing any required probationary period, the position will be permanent.

WHAT TO EXPECT NEXT:

After you Submit Your Application...

What happens when your application is referred?
An AFGE agreement ensures that internal applicants must be considered before external candidates. If the Selecting Official (which is not the HR Specialist) elects to consider external candidates, he or she may contact you for an interview. The interview will be arranged and coordinated by the Selecting Official.

After interviewing is Complete…
Many factors influence how quickly a selectee can be brought on board. If the Selecting Official chooses an internal candidate, all other candidates will be notified of the outcome. Otherwise, once the Selecting Official makes their selection, a tentative offer would be made and upon acceptance the pre-appointment process would begin.

What does the pre-appointment process entail?
Before you can be appointed a number of steps must be completed. The more active you are in this process, the quicker you can be brought on board. The first part is VetPRO, the VA’s credentialing system used to verify your education, work history, license(s) and references. Next you will be asked to submit to fingerprinting when you arrive to complete your pre-employment physical. Lastly, a Professional Standards Board (PSB) will convene to determine the salary to be offered. Once these processes are complete, you will be contacted with an official start date and commitment package.
