This position is located in the Emergency Care Coordination Center, Office of Preparedness and Emergency Operations (OPEO), Office of the Assistant Secretary Preparedness and Response (ASPR), Office of the Secretary of Health and Human Services (OS/HHS), in Washington, DC.

Incumbent provides leadership and expertise in the development of Emergency Care Coordination Center (ECCC) strategy and policy, and in strategic planning and policy development for the Department and its component agencies. Evaluates preparedness and response issues to identify and address gaps in strategy and policy. Leads special projects, initiatives, and policy analyses as tasked by the Deputy Director for Mass Care, OPEO. Responsible for evaluating emergency department overcrowding, emergency medical services diversion, workforce shortages, and discontinuity across phases or tiers of emergency care. Governs programs in support of public health emergency preparedness, mass casualty response and matters of national security. Delivers service in emergency situations to varied populace groups in a multitude of differing cultures and geographic locations. Manages program objectives to ensure consistency with program goals and monitors program development to ensure adherence to identified timelines. Responsible for managing human resources to include interviewing and selecting candidates for promotions, reassignments and other personnel actions; evaluating work performance of assigned staff; and establishing priorities and workload schedules for subordinate staff.

Have one year of specialized experience, equivalent to the GS-14 grade level in the Federal service, providing authoritative advice and guidance in the development of emergency care coordination strategies and policies associated with chemical biological radiologic nuclear and explosives (CBRNE)preparedness and response; leading and participating in broad/complex policy development for disaster response; and managing human resources, financial and budgetary activities, and administrative and operational matters.


 

Conditions of Employment:
