This position is ideal for a Purchasing Agent under the supervision of the Head of Contract Activity (HCA) looking for an opportunity to demonstrate their knowledge of the duties needed to acquire goods and services, through the execution  of delivery orders, purchase orders, task orders, contracts, and other contractual instruments awarded using simplified acquisition purchase methods and procedures in support of disaster acquisitions awarded in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act).  Apply for this opportunity to become a member of the Administrative Services Branch , Mission Support Division in Region VIII located in Denver, CO.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

 

This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service. 

 

EMERGENCY ASSIGNMENT:  For all non-bargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

This position is located in the U. S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Region VIII, Administrative Services Branch,   Mission Support Division, located in Denver, CO.  The incumbent acquires goods and services, through the execution of delivery orders, purchase orders, task orders, contracts, and other contractual instruments awarded using simplified acquisition purchase methods and procedures in support of disaster acquisitions awarded in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act). 

Specific Duties:

·         Negotiates awards and administers purchase orders for procurement of supplies, equipment, and services that requires extensive monitoring and oversight to resolve complex problems (e.g. protests, claims terminations or modifications).

·         Conducts market research, identifies small business concerns that are responsible and responsive to agency needs, promotes competition, and ensures that socio-economic goals are met.

·         Performs contract price and cost analysis for assigned acquisitions.

·         Maintains records of payments for regional acquisitions and proactively works with the Regional Financial Team, the FEMA Finance Center and contractors to validate for correct invoices and/or resolve payment issues.

·         Reviews agency contracting reports, evaluates the content of regional contract files, identifies discrepancies, researches errors and recommends remedial/corrective actions required for approval by the Regional contracting Officer.

·         Provides support and purchasing assistance to the FEMA Joint Field Office (JFO) procurement Unit during emergency disaster response or recovery operations.

You qualify for this position at the GS-09 level if you possess one of the following:

A. One year of specialized experience in the federal government, other state, local or non-profit organization, or the private sector that is equivalent to at least the GS-07 level that has given demonstrated knowledge of and ability to apply Federal Acquisition Regulation (FAR) requirements to assigned acquisitions combined with knowledge of purchasing techniques, procedures and business practices to plan, implement, monitor and report contracting actions.
B. A Masters degree or equivalent graduate degree or 2 full years of a progressively higher level graduate education leading to such a degree at an accredited college or university.
C. A combination of experience and education.

The qualification requirements listed above must be met within 30 calendar days of the closing date of this announcement.
