This position is in the bargaining unit.

This positions located in the Office of Small Credit Union Initiative (OSCUI).  The incumbent of this position is responsible for the oversight, development and the implementation of policies, procedures, and training, to accomplish the OSCUI's initiatives (e.g. partnerships and resources) and program objectives.  The Resource Coordinator will play a central role in the implementation of national programs.

The incumbent will oversee, develop and maintain ongoing relationships with the other organizations and expert individuals in order to identify, develop, and make available to credit unions information that supports the National Credit Union Administration (NCUA) and the Office of Small Credit Union Initiatives (OSCUI) program objectives. The incumbent will also manage communications efforts to support departmental goals and programs, with responsibilities to prepare and direct the implementation of a marketing program, including traditional and electronic marketing, social media, video and web-based productions. The incumbent works with the OSCUI's stakeholders to develop tools to assist credit unions in their outreach efforts, strategic and operational challenge in support of NCUA and OSCUI's objectives. The individual also, manages and provides oversight for OSCUI program (e.g. partnership and resources) and thoroughly analyze internal and external sources of information to make timely recommendations.

You must have one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To qualify at the CU/GS-14 level, you must have one full year of specialized experience equivalent to the CU/GS-13 level. Specialized experience is skill in developing written materials designed to convey information and clarify organization operations, program and activities to specialized audiences and the general public. Also, skill in analyzing programs and developing recommendations to assist program officials in achieving program objectives and experience devising multi-media strategies to increase efficiency, enhance participation, and create awareness and understanding among various target groups, internal and external.

You must meet the qualifications for this position by the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Knowledge of the theories, principles, practices, and techniques of public relations.

2. Knowledge of written communications media including print and the web.

3. Skill in writing editing, graphic techniques, and publication requirements for printing.

4. Skill in multimedia (text, audio and video) and social media.

5. Knowledge of programs and policies affecting the management of credit unions.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of  24.87% percent for the Alexandria, VA geographical area.
