JOB SUMMARY:

The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.

You will serve as Director, Office of Airline Information (OAI), within the U.S. Department of Transportation's Bureau of Transportation Statistics (BTS), a component of the Research and Innovative Technology Administration (RITA).
BTS is one of the 14 federal statistical agencies. BTS compiles, analyzes, and disseminates information on the Nation's transportation systems. BTS collects information on intermodal transportation and enhances the quality and effectiveness of the Department of Transportation's (DOT's) statistical programs through research, the development of guidelines, and the promotion of improvements in data acquisition and use. BTS data are used by DOT policy makers, Congress, the industry, researchers, and the general public.

RITA is looking for an experienced motivated and self-reliant candidate willing to learn and adapt to change in working with skilled professionals that ensure the safety and fairness of the transportation industry.  This position is located in the New DOT building, which sits directly across the street from the metro and blocks away from the new National’s Baseball stadium. OST has flexible work schedules and flexible health benefits.

As a Supervisory Tranportation Industry Analyst, you will:

  • Coordinate the AI program’s regulations/rule making function, data administration function, and data processing/information technology function to meet the needs of DOT program managers and staff users for aviation economic and on-time performance information, maintain a users’ group to facilitate alignment of AI program activities with user needs.
  • Explore feasibility of applying Information Technology (IT) capabilities to improve data processing and dissemination capabilities, including Web-based functions.
  • Coordinate the AI program’s regulations/rule making function, data administration function, and data processing/information technology function to meet the needs of DOT program managers and staff users for aviation economic and on-time performance information, maintains a users’ group to facilitate alignment of AI program activities with user needs.
  • Explore feasibility of applying Information Technology (IT) capabilities to improve data processing and dissemination capabilities, including Web-based functions. 
  • Develop and manage the AI program budget for staff and financial resources; develop annual budget request for airline program as necessary, including the preparation of any materials requested by the DOT budget staff, the Office of Management and Budget Staff and congress committee staff; and develop strategies for leveraging DOT funds from outside BTS to achieve program efficiencies.

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.         

LEVEL

To qualify, you must have at least one year of specialized experience equal or equivalent to the following:

GRADE 15

Experience managing and conducting statistical, economic or financial analysis of transportation industry operations and preparation of reports to address emerging and ongoing transportation industry issues AND experience in Information Technology (IT) applications which include data processing, storage and web-based dissemination of information.

CONDITIONS OF EMPLOYMENT:

  • You must complete a one-year supervisory probationary period (unless already completed).

HOW YOU WILL BE EVALUATED:

If you meet the qualification requirements, your application will be placed in one of four categories: Platinum, Gold, Silver or Bronze, which is based upon your responses to the vacancy questions. Within these categories, applicants eligible for veteran's preference that have provided supporting documents will receive selection priority over nonveterans. The top rated applications will be reviewed for the quality of your experience, education and training relevant to the position.
