    • This Public Health Analyst position is with the U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB) located in Rockville, MD.

      The successful applicant(s) will serve as a project officer in the HIV/AIDS Bureau (HAB) which administers funds under Parts A, B, C, D and F of the Ryan White HIV/ AIDS Program.

      In this position you will perform the following duties:

       

      • Analyze, evaluate and provide advice on public health programs or initiatives;
      • Manage grant or cooperative agreement programs;
      • Provide consultative services to managers and program specialists;
      • Apply a wide range of qualitative and quantitative methods for assessing goals; and
      • Make presentations on findings and recommendations to management officials.

      To qualify for this position you must possess the following:

       

      GS-12:

      Possess at least one year of specialized experience, equivalent to at least the GS-11 in the Federal service, providing advice and guidance on public health programs or initiatives and/or procedures to both higher and lower levels of the program both internally and externally; managing public health grant and cooperative agreement programs; providing consultative or directional services to managers and program specialists on issues relating to public health programs, grants or cooperative agreements related to the particular programs, including ensuring that all statutory, regulatory and operational guidelines are met; assessing and improving program effectiveness or improving management processes and systems; applying a wide range of qualitative and quantitative methods for assessing short and long-range organizational/program goals; making presentations on findings and recommendations to management officials, affected entities and the public.

       

      GS-13:

      Possess at least one year of specialized experience, equivalent to at least the GS-12 in the Federal service, analyzing, evaluating and providing advice on public health programs or initiatives; implementing and managing grant or cooperative agreement programs; focus on long and short range plans; providing consultative or directional services to managers and program specialists on issues relating to public health programs, grants and cooperative agreements related to the particular programs, including ensuring that all statutory, regulatory and operational guidelines are met; improving program effectiveness or improving management processes and systems; applying a wide range of qualitative and quantitative methods for assessing short and long-range organizational/program goals; and making presentations on findings and recommendations to management officials, affected entities and the public.

Qualified candidates will be ranked into 3 categories: Best Qualified, Well Qualified, and Qualified.

      ·         Knowledge of Public Health Program Grant Management

      ·         Ability to analyze, evaluate and manage program, project and/or policy issues, trends and procedures

      ·         Ability to communicate orally and in writing to prepare and deliver analytical reports

      ·         Skill in applying qualitative and quantitative techniques to gather, assemble and analyze facts
