You will serve in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mission Support Bureau, Office of the Chief Security Officer.  In this position, you will perform work of a general, clerical, secretarial, or officer support nature and/or provide direct support of an administrative area or technical program.

This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service.

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Relocation expenses are not authorized for this position.

KEY REQUIREMENTS

  • This position requires a Public Trust background check.
  • Occasional travel may be required.
  • You may be required to serve a trial period of 1 year.

Specific Duties:

  • Performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the organization.
  • May act as liaison between the program office and administrative offices outside the organization.
  • Process unclassified papers and correspondence, maintains the Visitors Access Request system providing certification of security clearances for FEMA personnel visiting other government facilities, including validating security clearances.
  • Plans and establishes office control systems such as those for the control of the location, arrangement, access to, and use of office files.
  • Prepares investigative reports for simple cases with one or a few simple issues and a single respondent.

To qualify for this position at the GS-07 level you must possess the following:

One year of specialized experience at the GS-05 level or equivalent that demonstrates the ability to advise and make recommendations concerning administrative operation of an organizational security or law enforcement unit, answer questions, provide advice about organizational policies and procedures, compose letters and memoranda, and maintain schedules.

Specialized experience is described experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level. 

All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement. 



SECURITY CLEARANCE REQUIREMENTS:  This position requires a Public Trust/Noncritical Sensitive background check.  To meet those standards, all selected applicants must undergo and successfully pass a background investigation for a Public Trust position as a condition of placement in to this position.  This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
