JOB SUMMARY:

Vacancy Identification Number (VIN): 634107 One vacancy exists for a Pharmacy Procurement Technician at the Jacksonville OPC which is part of the NF/SG VHS.

Major Duties:

·          Effectively coordinates, manages, completes and documents the purchasing of all prescription and non-prescription drug products and supplies, including ostomy supplies.

·          Establishes processes and procedures for borrowing items from area hospitals or pharmacies on an emergency basis, ensures their safe transport to the medical center.  Ensures timely and appropriate product reconciliation with the loaning organization.

·          Maintains communication with the pharmaceutical and supply industry and the pharmacy's pharmacoeconomic team.

·          Investigates and resolves shipping and receiving errors from vendors and suppliers in compliance with hospital fiscal policies.

·          Utilizes the prime vendor to order FSS items; this involves the direct contact with the prime vendor via computer modem and placement and receipt of drug order after an assessment of the various contracts available and selection of the most cost-effective item.

·          Acts as an active liaison with Aquisition and Material Management Section in identifying alternative procurement sources, expediting interim and emergency orders, resolving administrative and procedural problems, etc.

·          Ensures compliance with all controlled substances rules and regulations as defined by the Drug Enforcement Administration and the VHA Controlled Substance Handbook (VHA Handbook 1108.1).

·          Maintains documentation and accountability of daily purchases, and coordinates product receipt and budget ledger/controlpoint management.

·          Routinely completes purchase card reconciliations consistent with the hospital's fiscal policies.

·          Interacts with the Drug Accountability computer package between wholesaler and VISTA: download, processing and/or verifying invoices, resolving any discrepancies and making adjustments.

·          Available for emergency procurement during non-adminstrative hours.

·          Complies with department's product recall procedures and works directly with the departments pharmacoeconomics team to coordinate product removals and alternative product purchases.

·          Ensures stock is dispersed into designated storage areas with appropriate shelf labeling and consistent with storage requirements based on VA, OSHA, US Pharmacopoeia, and JCAHP standards.

·          Maintains inventory control: updates, processes outdated, unusable, and excessive inventory for return to respective manufacturers for replacement of usable formulary items for credit.

·          Performs other related duties as assigned.

 

Tour of Duty Mon - Fri 8:00 am - 4:30 pm

BASIC REQUIREMENTS:  

Candidates must be citizens of the United States. One year of specialized experience at the next lower grade. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience in procurement of supplies, services and construction, bidding & issuance process,  contracts, etc

 

Knowledge, Skills, and Abilities to be addressed.

 

1. Possess in-depth knowledge and understanding of Federal and VA Acquisition Regulations and other related procurement phases and or functions.
2. Skill in operating a computer using software such as Excel, Word, ProDoc, BOS Internet, VISTA, TEMPO etc.
3. Knowledge of the purchasing and contract process and of procurement/contract documents.
4. Able to communicate verbally and in writing with a variety of people from different backgrounds and different levels of understanding.
5. Able to work independently with little direct supervision.
6. Knowledge of fiscal responsibilities,
7. Knowledge of use of government credit cards.
8. Skill in understanding balance sheets.
9. Skill in understanding how to access different accounts ( Open market, Fast Pay , 1358's, 2237 and contracted items)
