ANNOUNCEMENT AMENDED TO EXTEND THE CLOSING DATE.

 

This is a Senior Level (SL) position located in the Office of Research and Development (ORD), Office of Science Policy, Washington, D.C.  This position serves as the program manager for hydraulic fracturing research and serves as the primary spokesperson for EPA's hydraulic fracturing research program.

    1.  Provides expert scientific leadership and direction for scientific and technical matters for selected high priority ORD research programs, with an initial focus on the hydraulic fracturing research area.

    2.  Has substantial hands-on involvement and participation in the scientific research of the hydraulic fracturing program area.

    3.  In coordination with ORD's National Program Directors, serves as ORD's principal spokesperson for the hydraulic fracturing research area and represents the ORD research program within and outside the Agency. 

    4.  Coordinates with other EPA offices and other federal agencies to ensure policy decisions related to hydraulic fracturing are informed by sound science.

    5.  Serves as the ORD lead official for responding to congressional, OMB, and other inquiries related to the hydraulic fracturing program area. 

    6.  Conducts scientific analyses in support of the hydraulic fracturing program that includes the following:  systematic evaluation of theory, experimentation, or stimulation of experiments; application of the scientific methods, including problem exploration and definition, interpretations of findings, and documentation or reporting of findings; and exercise of creativity and critical judgment, a variation in which may materially affect the nature of the end product.  Represents ORD as a technical expert on the hydraulic fracturing program in the national and international scientific communities.

    You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the position.  Typically we could find this experience in work within this field or a field that is closely related.  You will be evaluated on the following Technical Qualifications (TQ) and Desirable Qualifications (DQ).  Please provide a narrative not to exceed two pages per TQ and DQ.

     

    0401 Series:  Applicants must have one year of experience equivalent to the GS-15 level performing work that involves professional research, or scientific work in biology, agriculture, or national resources management, or regulatory activities; or

     

    1301 Series:  Applicants must have one year of experience equivalent to the GS-15 level responsible for conducting work related to the physical science field.

    3.  You must be a U.S. citizen.


    This position has a minimum education requirement.  In addition to meeting the minimum education requirement, the applicant must possess specific eperience that meets the specialized experience requirement described below.

     

    0401 Series - Applicant must possess a degree in biological sciences, agriculture, national resources management, or chemistry; or

     

    1301 Series - Applicant must possess a degree in physical science, engineering, or mathematics that include at least 24 semester hours in physical science and/or engineering science.

    You must provide specific examples of your education, experience, training and awards to each Technical Qualifications (TQs) and Desirable Qualifications (DQs).  Response to the TQs is mandatory.  Failure to address the TQs will result in your application being disqualified,  Addressing the DQs is optional; however not addressing them will impact your rating.  The TQs and DQs must be addressed in a supplemental statement of your application.  Your response should be clear an concise and show a level of accomplishment and a degree of responsibility.  In addition, your responses should highlight your experience, training, and achievements in conjunction with the resume you provide. 

     

    A.  Technical Qualifications (TQs) - Mandatory (Note:  Failure to address these factors will result will result in your application being disqualified.)  Narrative responses to the Technical Qualifications and Desirable Qualifications should no more than two pages each.  All TQs must be addressed in a supplemental statement of your application,

     

    TQ1.  Experience managing and administering a multidisciplinary scientific research program in the area of hydraulic fracturing.

    TQ2.  Experience managing and administering the operational procedures for a research program, assuring the staff have the resources and support needed to accomplish the program mission.

    TQ3.  Experience successfully communicating complex technical and environmental issues orally and in writing.

     

    B.  Desirable Qualifications (DQs) - Optional (Note:  Addressing the Desirable Qualifications is optional.; however, not addressing them will impact your rating.)  Narrative responses to the Desirable Qualifications must be addressed in a supplemental statement of your application. 

     

    DQ1.  Experience in more than one environmental/administrative program and/or in more than one organization or entity. 

    DQ2.  An advanced degree in one of the biological, medical, or physical sciences or engineering fields.
