The Sioux Falls VA Health Care System, is currently recruiting for a Full-time, Permanent, Civilian Payroll Technician.  This position will be located in the Fiscal Service Line at the Sioux Falls VAHCS.  The Primary Duties of this position include but are not limited to:

  • Process all aspects of pay, maintain payroll records, and complete related reports pertaining to civilian employees of the Federal Government.
  • Review personnel documents for proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards and separations.
  • Process tax levies and collections of other debts due the US Government.
  • Effect payment of final salary to beneficiaries of deceased employees and adjust salary records to reflect correct data; with authorization, withhold required amounts for alimony, child support and bankruptcy.
  • Incumbent is responsible for annual timekeeper training, training timekeepers and supervisors on Time and Attendance related issues.
  • Conduct fiscal related new employee orientation activities.
  • Review time and attendance of a diversified workforce covering a variety of pay systems with differing entitlements to pay, leave, deductions, and benefits.
  • Handle complex pay adjustments which may involve transfers between pay systems; respond to written and verbal inquiries from employees and supervisors with accuracy concerning all aspects of pay and leave.
  • Prepare all required payroll reports and assure that submission is on a timely basis; maintain payroll records for all employees on an up-to-date basis with retention based on agency regulations.
  • Review authorization documents and codes appropriate data for updating employee master records; such documents consist of savings bonds, savings allotments, benefits, federal or state taxes, uniform allowances, union dues, and recurring deductions
  • At full performance level the work requires substantial knowledge of civilian pay and/or leave rules, regulations, procedures, programs, and systems requirements, and a knowledge of civilian personnel rules and regulations that may affect pay.

Work Schedule: Full-time, Monday-Friday, Administrative Hours

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-grade:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.  For the GS-5, GS-6, and the GS-7 level, one year at the next lower grade level is required.

Qualifications:

GS-05: One year of specialized experience equivalent to the next lower grade/level (GS-04). 

OR  

Have successfully completed 4 years (120 semester hours or 180 quarter hours) of education above high school in any field from an accredited business, secretarial or technical school, junior college, college or university leading to a bachelor's degree.

OR  

Have a combination of education and specialized experience as described above.  To combine education and experience, first determine your total qualifying specialized experience as a percentage of the experience required; then determine your education as a percentage of the education required.  When combining education and experience, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirement. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours completed in excess of the first 60 semester hours by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

GS-06:  One year of specialized experience equivalent to the next lower grade/level (GS-05).  

GS-07:  One year of specialized experience equivalent to the next lower grade/level (GS-06).  

SPECIALIZED EXPERIENCE:  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience for all grades would include work in or directly related to payroll processing.  Special consideration will be given to experinece in federal sector employment payroll and or HR/Fiscal experience.
