NOTE: This is a TERM appointment (not-to-exceed 2 years).  Term appointments are non-status, nonpermanent appointments of limited duration.  Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.  Term appointments may be extended without further competition.  This position may be extended up to 4 years.

The employee will be assigned to Health Services Research and Development, Rehabilitation Research and Development (HSR&D/RR&D), Center of Excellence (COE) at the James A. Haley Veterans' Hospital in Tampa, Florida, serving as a Technical Writer-Editor.  Performing, but may not be limited to the following duties:

 

  • Collaborates with the Principal Investigator(s) and study team to lead the dissemination efforts of one or more studies; and writes manuscripts and reports and creates other dissemination materials for one or more projects.
  • The employee will be experienced in journalism, communications, and electronic media; manuscript preparation and editing; coordinating writing groups; a successful history of publications; and have an interest and educational background in healthcare and research.  The Technical Writer-Editor will develop appropriate products that are original and unique for each study. 
  • Assist the Director and/or Principal Investigator(s) in preparation of presentations, final research reports, and manuscripts for publications in professional journals.  He/She will play an important role in the preparation of the study's final analysis for publication in an appropriate scientific journal and/or presentation at an appropriate scientific conference and may assume a role in authorship of published or presented results. 
  • Must be familiar with the Human Research Protection Program, Information Security, and Cyber Security.  In addition to interacting with every service within one of VA's largest hospitals, the employee acts as a representative of the HSR&D/RR&D Center of Excellence and is in contact with VA Central Office (VACO), Network Office (VISN 8), VA Medical Centers nationwide, private sector, and other research organizations. 

 

Work Schedule:   Monday through Friday, 8:00 am - 4:30 pm.

SPECIALIZED EXPERIENCE:  One (1) full year of specialized experience, which equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the Technical Writer-Editor position to be filled, and is typically in or related to the work of this position.  To be creditable, this specialized experience must have been equivalent to the GS-11 level in Federal service. Specialized experience includes: Experience that required substantial subject matter or technical knowledge of the field.  This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialist, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods.  Such experience may have been acquired as a writer editor of technical reports, articles, manuals, or specifications. In addition specialized experience for this position requires experience writing and editing and interest and educational background in healthcare and research. A full year of work is considered to be 35-40 hours of work per week.  Part-time experience will be credited on the basis of time actually spent in appropriate activities.  Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR

 

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:  Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to this Technical Write-Editor position. OR

 

COMBINATION OF EDUCATION AND EXPERIENCE:  Equivalent combinations of education and specialized experience may meet total qualification requirements.

 

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

 

  • Ability and experience in the principles and ethics of scientific inquiry, design, and analysis of experimental and observational studies.
  • Ability and experience in coordinating dissemination efforts in a team environment.
  • Skill in identifying, evaluating and creatively solving problems.
  • Skill and experience writing, editing, publishing and presenting.

  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
