Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The incumbent provides technical assistance to the Human Resources Specialist (Recruitment & Placement); managers, supervisors and employees in matters relating to the human resources management program. The incumbent is responsible for the technical personnel work of all or a combination of offices within BLM Nevada. 

Using an automated computer system and electronic typewriters the incumbent performs the full range of processing personnel actions.  

Applies knowledge of employee benefit programs (health insurance, life insurance, and Thrift Savings Plan), gives technical advise, resolves problems and ensures employee elections and/or changes are processed properly and timely.

Qualification Requirement Using Specialized Experience or Education:

In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

For GS-05: One year of specialized experience, equivalent to at least the next lower grade level (GS-04) in the federal service. Specialized experience is further defined as: Providing routine support tasks to a busy office setting, offering constant service and information to numerous employees and external publics, handling human resources forms(i.e. health benefits, life insurance, tax withholdings, etc.) and inputting data into a personnel system.


For GS-05: Successful completion of a full 4-year course of study leading to a bachelor’s degree.

For GS-06: One year of specialized experience, equivalent to at least the next lower grade level (GS-05) in the federal service. Specialized experience is further defined as: Experience having performed a full range of office support duties in human resources environment, processing personnel actions in a complex automated system, drafting routine vacancy announcements and responding to internal and external customers.

For GS-07: One year of specialized experience, equivalent to at least the next lower grade level (GS-06) in the federal service. Specialized experience is further defined as: Experience creating and posting vacancy announcements, staffing, determining minimum qualifications, problem solving and pay issues.


For GS-07:

I have one full year (18 semester hours) of Graduate level education directly related to the work of this position (i.e., human resources). I have read the vacancy announcement for examples of specialized experience and education needed to qualify for this position. I will provide a copy of my college transcript(s).

Education and experience may be combined to meet the specialized experience requirement as shown above.

You must meet all qualification requirements by the closing date of the announcement.

  • Knowledge of staffing principles, the merit promotion plan, delegated examine unit procedures and regulations.
  • Knowledge of personnel action coding and digital terminal use as it relates to a Federal personnel payroll database system.
  • Knowledge of Federal employee benefits regulations and the ability to explain options available to employees.
  • Ability to communicate effectively.
