JOB SUMMARY:

This position is located in Boston, MA. The mission of the Food and Nutrition Service (FNS) is to increase food security and reduce hunger in partnership with cooperating organizations by providing children and low-income people with access to food, a healthy diet, and nutrition education in a manner that supports American agriculture and inspires public confidence.

      This position serves as Program Specialist in the Northeast Regional Office of the Food and Nutrition Service (FNS). The incumbent will be assigned to Special Nutrition Programs (SNP). SNP provides nutrition assistance through programs administered by State agencies and Indian Tribal Organizations, including: Child & Adult Care Food Program; School Lunch & Breakfast Programs; Special Milk Program; Summer Food Service Program; Fresh Fruit & Vegetable Program; Team Nutrition; Food Distribution Program; and, The Emergency Food Assistance Program. FNS provides food, funding, technical assistance and monitors program activities to ensure program integrity in the administration of the SNP program. The incumbent will be responsible for disseminating program rules, guidance, and policy within the assigned program. The incumbent will also conduct reviews of State agency operations to ensure compliance with program regulations and procedures. In addition, the incumbent prepares trend analysis, identifies problem areas, and proposes recommendations to senior officials for improvements in program operations.

      For the GS-09 level: Fifty-two weeks of experience at the GS-07 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes researching and analyzing laws and regulations that govern a public assistance program and applying those laws and regulations in the oversight of operations.

      For the GS-11 level: Fifty-two weeks of experience at the GS-09 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes researching and analyzing laws and regulations that govern a public assistance program in order to ensure legislative compliance, prepare trends analysis and recommend action in the oversight of operations.

      Education: You may substitute educations for experience as follows:

      For the GS-09 level: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or JD in a related field.

      For the GS-11 level: A Ph.D. or equivalent doctoral degree or three (3) full academic years of progressively higher level graduate education leading to such a degree or LL.M. in a related field.

      Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Foreign education must be evaluated by a credentialing agency.  You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

      • Ability to analyze organizations or operations using written materials and physical observations in order to assess state and local agency activities.
      • Ability to understand, interpret and apply complex operating instructions in order to provide guidance to state agencies and to monitor state agency operations.
      • Ability to communicate in writing in order to prepare reports, correspondence, and Food and Nutrition Service Program guidance materials.
      • Ability to communicate orally in order to explain Food and Nutrition Service Program requirements to State Agencies and Regional staff, to present workshops and training sessions and to convey information to individuals and groups.

If qualified, you will be assigned to one of three categories, Best Qualified, Well-Qualified or Qualified depending on your experience and education related to this position.
