NOTE: This is a TERM appointment (not-to-exceed 1 year and 1 day. May be extended up to 4 years). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition.

This position is located at the VA Medical Center, Tampa, FL. In this position you will work as a representative of the Health Services Research & Development (HSR&D)/Rehabilitation Research & Development (RR&D) Center of Excellence (COE). You will serve as liaison between the COE and other services within the hospital, the Network Office Veterans Integrated Service Network (VISN 8) and Research at the National level. In this position you will provide guidance to Investigators, Associate Chief of Nursing Research/Nursing Research, and other entities involved in Research at the Veterans Administration (VA). You will apply knowledge of Human Research Protection, Information Security, and Cyber Security. You will serve as Coordinator for Research studies. You will analyze various action documentation and communications from Research & Development (R&D) regarding studies, conduct preliminary reviews to determine scope of work, and recommend document preparation and review.

Work Schedule: Monday through Friday 8:00 A.M. - 4:30 P.M.

GS-09 EXPERIENCE: Must possess at least one (1) full year of Specialized Experience that equipped you with the knowledge, skill and ability to successfully perform the duties of the Program Specialist position. This specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service. Examples of Specialized Experience include obtains, organizes, files and retrieves reports, correspondence and numerical data for use in preparing status reports, briefings and presentations; prepares materials for Institutional Review Board (IRB) and committee review; reviews and analyzes information to evaluate workflow and determine potential problems; makes recommendations for changes when necessary; conducts interviews with research participants according to study protocol. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, salary/grade level, and the number of hours a week spent in such employment). OR

GS-09 EDUCATION: Must possess masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement). (Transcripts Required) OR

GS-09 COMBINATION OF EXPERIENCE AND EDUCATION: Must possess equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work that meets the requirement for the GS-09 position. (Transcript Required)

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
