You will serve in the Region V, Mission Support Division Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS).  In this position, you will administer and perform diverse fund control activities with many different and unrelated processes affecting a wide-range of agency operations.

PROMOTION POTENTIAL:  Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service.

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Relocation expenses are not authorized for this position.

KEY REQUIREMENTS

Specific Duties:

  • Prepare pre-disaster allocations for travel, Mission Assignments, salaries and benefits etc.
  • Act as a point of contact between JFO funds control personnel and the region. 
  •  Perform a wide variety of financial disaster transactions on a daily basis, including allocations, obligations, account payable, audit of travel payments, reconciliations, problem solving using the agency's financial policies and regulations.
  • Advise and provide guidance as a subject matter expert in the fields of all travel and financial activities.
  • Develop a system to transition financial files/records to the region.

To qualify for this position at the GS-11 level you must possess at least one of the following:

One full year of specialized experience equivalent to at least the GS-09 level in the Federal service.

A PhD or equivalent.

A combination of education and experience.

Specialized experience is described as experience and knowledge of accounting principles and practices.

To qualify for this position at the GS-12 level you must possess one full year of specialized experience at least equivalent to at least the GS-11 level in the Federal service.  Specialized experience at this level is described as experience and knowledge of accounting, auditing, and financial reporting and the ability to reconcile correctness of account code classification and amounts.

 

All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.
