This position is ideal for a professional who has experience managing, directing, and supervising a staff of Program and Technical Specialists in a disaster assistance environment.  This position starts at $120,221.00 (GS-15 step 1).  Full performance level of the position is at the GS-15 level.  Apply for this exciting opportunity to become a member of the Recovery Division, Region VI Office.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position, you will serve as the Recovery Division Director in a Regional Office of FEMA.  You will provide leadership, direction, guidance, and coordination to the state and local governments of the Region in developing, planning and implementing FEMA Recovery programs.  You may serve as a Federal Coordinating Officer/Disaster Recovery Manager pursuant to PL 93-288 as amended.  Typical duties include:

  • Exercises full managerial authority to direct, coordinate and control the activities of the Division's employees and assure implementation of program goals and objectives;
  • Serves as consultant and principal staff advisor to the Regional Administrator/Deputy Regional Administrator on all program related issues and serves as the Region’s authority on the interpretation and application of FEMA’s policies and directives for Disaster Assistance;
  • Oversees the coordination and implementation of the Individual Assistance and Public Assistance programs, the Fire Management Assistance Grant and the Community Disaster Loan Program.
  • Responsible for the supervision and oversight of on-site pre-disaster monitoring and preliminary damage assessment activities
  • Guides subordinates in the development of regional estimates and recommendations for transmittal to FEMA hedquarters in response to state and territory requests for major disaster declaration from the President.

You qualify for this position at the GS-15 level if you possess the following:

One full year of specialized experience at or equivalent to the GS-14 federal level. Specialized experience is described as experience in a supervisory/managerial role coordinating and integrating Recovery Program activities with Federal, state and local emergency management organizations, as they relate to disasters and emergencies. 

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Candidates cannot substitute education for specialized experience in order to qualify for this position.

If you meet the minimum qualifications, your experience, education, and training will be rated using a job questionnaire that is based on the following competencies or knowledge, skills, and abilities needed to perform this job:

1. Demonstrated extensive experience in leading and managing complex multi-jursidictional disaster response and/or recovery efforts at the local, state and federal level.

2. Knowledge of disaster assistance related statutes, regulations, and guidelines.

3. Knowledge of supervisory/management techniques and skills to effectively manage and supervise employees and promote innovated and effective business practices and team building.

4. Demonstrated knowledge of budget and financial processes to effectively plan for program delivery taking into consideration the rapidly changing availability of funds and resources.

5. Ability to deal effectively with a variety of individuals and groups on controversial issues in order to provide technical assistance to internal and external customers, many of who may be grantees and sub-grantees.
