JOB SUMMARY:

Reclamation is a contemporary water management agency. Reclamation is best known for Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River and Folsom Dam on the American River.  Today we are the largest wholesaler of water in the country and the second largest producer of hydroelectric power in the western United States.  Visit: http://www.usbr.gov.

-Provide technical advice and guidance to resource management staff relating to the development, review, and implementation of simulation models for surface and ground water hydrology, and reservoir operations.
-Develops new or revises existing simulation models to serve specific study needs relating to hydrologic processes and system management objectives.
-Develops datasets to serve hydrologic and/or water operation modeling needs.  
-Reviews resource management reports and studies to ascertain technical adequacy of methods, data, and computations relating to water operation performance.  
-Conducts special studies as needed.

ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirements, applicants must have additional specialized experience as defined below:

All GS-12 applicants must possess one year or specialized experience equivalent to the GS-11 grade level.  Examples of specialized experience for this position includes experience in surface water and climate change modeling relating to surface water and ground water hydrology analysis.  An applicant with Variable Infiltration  Capacity (VIC), modeling, and an understanding of the use of satellite remote sensing data in hydrology and water resource planning and management and publication lead-author is desired.


MINIMUM QUALIFICATION REQUIREMENTS: Applicants must first meet the Basic Education Qualification Requirements listed below:

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable).  Transcripts must include the name of the college or university and date the degree was conferred.  Non-submission will result in you being rated not qualified for the position.

Foreign Education:  To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

HOW YOU WILL BE EVALUATED:

Category rating and selection procedures will be used for evaluating this position.  If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories:  1) Best Qualified, 2) Well Qualified and 3) Qualified.  Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category.  The assessment questionnaire will take you approximately <20> minutes to complete.

1.  Mastery in applying the principles of stochastic hydrology and performing surface water hydrologic modeling, including the Variable Infiltration Capacity Model.  

2.  Ability to prepare written technical reports; deliver oral presentations, to work with others in a team setting, and to apply project management practices within a professional work environment.  

3.  Mastery of principles and practices of surface water and/or ground water modeling.

4.  Ability to direct, review, and coordinate special ground water and surface water hydrology project studies with other team members in other technical groups.

WHAT TO EXPECT NEXT:
