The Department of the Navy (DON) is more than ships, aircraft, and sailors; it is over 181,000 civilian employees at Navy and Marine Corps commands, bases, stations and facilities throughout the U.S. and around the world.

It requires a highly trained, educated and skilled workforce to support today's sophisticated Navy and Marine Corps ships, aircraft, weapon systems and computer systems. Individuals will be placed in the Naval Acquisition Development Program (NADP).  The NADP is a structured management-training program including formal education, diverse rotational assignments, extensive on-the-job training, and graduate tuition assistance that is tailored to various acquisition career fields for up to three years. These positions are located throughout the U.S.; however a majority are located within the greater Washington D.C. metropolitan area, CA, WA, MD, VA, PA, NJ, RI and FL.

  • Assists in the performance of functions such as: formulation of budget and cost estimates to support plans, programs, and activities, review and evaluate budget requests, control, and reporting of obligations and expenditures. Work may include development, determination, and interpretation of budgetary policies and practices.
  • Performs limited studies or assists a higher-graded analyst with full scale studies. Assignments are designed to develop knowledge of financial management programs, policies, and methods. Receives guidance from a senior analyst or supervisor who provides specific instructions on the methods to follow and the results expected in terms of the form and content of finished reports on analytical studies.
  • Researches guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts. Prepares preliminary budget estimates, financial reviews, etc. for a few relatively stable programs or program support activities.
  • Under the guidance of higher-graded analysts or supervisor, performs specialized work involving managerial or administrative work in connection with accounting systems; analytical, forecasting, and interpretive functions associated with the management and control of resources or funds; tracking and control of funds for special programs; analytical or program work pertaining to payroll, cash control, or benefit systems.

To qualify for this position, your resume must show sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the position for which you are being considered. All qualification requirements, including completion of college degrees, must be met by June 30, 2012. Qualifying experience may be obtained in the private or public sectors.


GS-9 Requirements:

Education: Two full years of progressively higher level graduate education or Master's degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.  OR

Experience: One year of specialized experience in an appropriate field equivalent to GS-7 level work in the Federal service which is in or related to the line of work of this position including:  applying regulations, policies, and operating instructions applicable to financial management systems operations; using conventional and automated research techniques and sources to perform research and provide detailed guidance on financial management matters; developing new administrative procedures or change existing procedures to meet new training and policy changes; identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; utilizing a variety of office automation software (word processing, presentation, spreadsheet, graphics, databases). 

Combination of Education and Experience: Applicants that possess a percentage of the required professional experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only professional experience equivalent to the GS-7 or higher is creditable.)
