The incumbent serves as the Biosafety Manager for FDA with broad reaching responsibilities for coordination of Agency-wide Biosafety programs and specific responsibilities for the development and implementation of multi-institutional Biosafety program at the Federal Research Center at White Oak in Silver Spring, MD.


Major duties include:


  • Leads development and implementation of FDA Biosafety programs for FDA employees and facilities nationwide.

  • Conducts biological risk assessments, manages a tracking system for pathogen registration in FDA laboratories.
  • Oversees the development and implementation of safety protocols for the FDA laboratories, including Biosafety Level -2 and -3.
  • Manages the development and continual improvement of a Biological Laboratory safety evaluation program fro FDA laboratories.
  • Leads and participates iin agency operational and planning meetings, public briefings or other formal or informal settings where the incumbent publicizes program accomplishments.
  • Coordinates, shares and disseminates safety program and/or implementation information to appropriate program participants, project officers, etc.
  • Manages program to maintain safe operations for FDA animal research facilities.
  • Provides consultation to FDA Select Agent laboratories and FDA Select Agent Responsible Officials to maintain compliance with Select Agent regulations (42 CFR 73).
  • Formulates guidance and instructions to effect various safety policy decisions.
  • Manages the development of biosafety training programs for new and existing FDA employees.

    For the GS-14 grade level, applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service.


    Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, can can be demonstrated through skill in planning, organizing, leading, controlling, overseeing, and evaluating a safety and occupational health program; oral and written communication skills, outreach/collaboration, and policy development and implementation.

    3. Knowledge of BSL - microbiological and biomedical laboratory facilities and operations.

    4. Knowledge of Federal, State and local safety and environmental regulations as these relate to microbiological and biomedical laboratory facilities.
