  • This position is located in the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Region III, Mitigation Division, Risk Analysis Branch. The selected candidate serves as Risk Analyst with expertise in Geographic Information Systems (GIS) and full responsibility for all activities involved in Risk Analysis and GIS support to the Mitigation Division and reports to the Risk Analysis Branch Chief. This position starts at a salary of $61,245.  Apply for this exciting opportunity to become a member of the Risk Analysis Branch Team in Region III.

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Relocation expenses are not authorized for this position.

The Risk Analyst (GIS) serves as an expert consultant in the planning, integration, monitoring, and administration of the GIS (Geographic Information Systems) component of projects in FEMA Region III. The Risk Analyst (GIS) provides knowledge and technical capability in risk analysis and GIS to support the current Risk Map initiative, HAZUS, Mitigation Planning and Map Modernization in the FEMA Region III Mitigation Division. In this position, you will become a key member of the Risk Analysis team from day one.  Among typical work assignments are:

  • Conducting data gathering, conversion and analysis of GIS data.
  • Preparing GIS data documentation and metadata for GIS projects.
  • Monitoring grants to states and communities for GIS data development related to the National Flood Insurance Program (NFIP).
  • Using GIS techniques to provide a better understanding of variables in a given geographic location.
  • Extracting data from GIS software and uses varying analysis methods to arrive at results.
  • Outreach to GIS users and communities on hazards and risk reduction.

You qualify for this position at the GS-11 level if you possess the following:

One year of specialized experience at the GS-09, or equivalent to the GS-09 grade level in the federal service, with the ArcGIS for data analysis and digital cartography.

 

You qualify for this position at the the GS-12 level if you possess othe following:

One year of specialized experience at the GS-11, or equivalent to the GS-11 grade level in federal service, with the ArcGIS for data analysis and digital cartography.

 

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

HOW YOU WILL BE EVALUATED:

We will review your resume and supporting documentation to ensure you meet the basic qualification requirements. If you meet the minimum qualifications, your experience, education, and training will be rated using a job questionnaire that is based on the following competencies or knowledge, skills, and abilities needed to perform this job:

1. Demonstrated experience with ArcGIS for purposes of hazard mitigation including use of Digital Flood Insurance Rate Map databases as well as training and experience with HAZUS software for multi-hazard modeling estimates of risk and vulnerability.

2. Knowledge of the complete cartographic process sufficient to produce maps and related products for a GIS, including the ability to read and interpret hazard analysis maps, Flood Insurance Rate Maps and Flood Insurance Studies in paper or digital environments.

3. Knowledge of and experience with HAZUS for multi-hazard risk assessment and vulnerability estimation.

4. Knowledge of and experience with the National Flood Insurance Program, Risk Map & Map Modernization Grants programs including Cooperating Technical Partners (CTP).

5. Demonstrated ability to communicate effectively orally with map presentations to describe Map Modernization, Risk MAP & HAZUS products and status to interested parties.

6. Knowledge of and experience with Map Modernization program and Risk MAP strategy.
