This position is a professional Electrical Engineer supporting the MDA facility life cycle: Planning, Design, Construction, Operation, Sustainment and Disposal of MDA facilities at Ft. Greely, Alaska. As the primary subject matter expert in the electrical engineering, providing government oversight of all electrical power activities at the Ft. Greely, AK  Missile Defense Complex (MDC). Vacancy will be filled in the following location:  Fort Greely, AK.

• Serve as the electrical engineering (EE) technical subject matter expert for all MDA electrical-related, electric power and power distribution activities on site including providing EE support to MDA for the power plant construction as well as other MDA facilities construction, sustainment, modernization or repair such as participation in design reviews, technical requirements meetings and providing quality assurance oversight/inspections during new construction and other phases of construction.

• Conduct facility reviews and information briefings. Review facility and infrastructure contract drawings and specifications for adequacy and sufficiency in meeting MDA needs and requirements.  Participate in commissioning new electrical systems and equipment. Develop scopes of work, drawings, and specifications for changes in MDC electrical facilities. Coordinate design, modification and upgrade recommendations to existing facilities and infrastructure. Consult with other subject matter experts both within the government and outside the government (contractors, vendors, manufacturers, etc) as required in solving problems and in the execution of the above duties.  

• Develop recommended acquisition strategies for electrical system changes, upgrades or construction for advancing programs and/or methods of the MDA Facilities Engineering Life Cycle.

• Provide expert staff, advice, and coordinating support to the Director DPF as well as element/project/program offices. Provide expert advice to senior colleagues and/or agency officials responsible for broad program operations.

• Provide government oversight of all electrical power activities on the MDC. Coordinate with local electric utility for MDC power needs, power events and problem resolution. Conduct studies and develop technical reports as required in support of electrical power adequacy, reliability, and sustainment at the MDC.

BASIC EDUCATION REQUIREMENT:

 

A. DEGREE: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. 

 

OR

 

B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

 

2. Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.

3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Note: An applicant who meets the basic requirements as specified in A or B above may qualify for positions in any branch of engineering unless selective factors indicate otherwise, or unless he/she qualifies under the provisions of B.2 related to the EIT examination or BET degree.

Note on Related curriculum:  Applicants claiming eligibility under the related curriculum paragraph (4) must provide ONE of the two following documents: (a) Letter signed by the professional engineer who supervised the applicant’s training plan.  The letter must include the starting date and completion date of applicant’s training plan and the courses, experience, and/or education completed during the training agreement; OR (b) Letter signed by a professional engineer who supervised the applicant’s professional engineering work experience.  The letter must include the name of the company/Agency, dates of employment, and a description of the professional engineering duties.

 

To qualify, you must possess 1 year of SPECIALIZED EXPERIENCE equivalent to the next lower broad band that equipped you with the particular knowledge, skills, and abilities to preform successfully the duties of this position and that is typically in or related to the position to be filled, in addition to meeting the basic education requirement.  Specialized experience includes one year of appropriate experience in engineering with emphasis on advanced concepts, theories, principles, practices and techniques of electrical engineering and electric power. 

 

 


Substitution of Education may not be used in lieu of specialized experience for this level.

THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the Federal service in this critical acquisition position.

 

DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) CRITICAL ACQUISITIONPOSITION REQUIREMENTS. Selectee must meet the following requirements for Acquisition Corps Membership or have an approved waiver prior to placement in the position. The Acquisition Corps Membership requirements are a degree in any field AND 24 semester hours of study from an accredited institution in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management (may substitute 24semester hours in career field and 12 semester hours in DAWIA disciplines),OR 10 years acquisition experience prior to 10/1/91; AND 4 years acquisition experience and requisite training.

This position requires Acquisition Workforce Level III certification in Facilities Engineering. Selectee must obtain mandatory DAWIA certification within 24 months of Entrance on Duty.  Selectee must complete 80 continuous learning points every two years.

HOW YOU WILL BE EVALUATED:

Eligible applicants will be evaluated based on a comparison of the position requirements against the quality and extent of experience or related education as reflected in their resume and supporting documents. Applicants will be evaluated as highly qualified based on an assessment of candidates' experience and competencies against derived through a job analysis of the duties. To be considered highly qualified, candidates must possess the following experience and competencies:

 

• Expert knowledge of latest advanced concepts, theories, principles, practices and techniques of electrical engineering and electric power to sufficiently enable the engineer to manage, coordinate, review and provide expert technical/engineering advice relative to the total design and evaluation effort associated with facilities power distribution.  

• Expert knowledge and application of electrical power engineering theories, concepts and assumptions; resolve unique or novel EE problems, conditions, or issues; or significantly improve standard practices, equipment, devices, processes, and known techniques relating to the electrical power engineering life cycle of facilities. 

• General knowledge of the principles, methods, and techniques of multiple engineering disciplines such as civil, mechanical, architectural, topographical, geo-technical, environmental compliance activities, and/or material sciences to provide general facilities support and advice to executive leadership regarding assigned sites and facilities

• Knowledge of facilities/systems acquisition to include related design and planning to ensure the products meet program goals/objectives.

• Knowledge of a complex weapon systems acquisition, deployment, and integration into the military service departments to develop execution of acquisition strategies for the Facilities Engineering Life Cycle.

• Ability to analyze complex data, arrive at logical conclusions, and make recommendations in the conduct of recurring and specials studies.
