All applicants must meet the Basic Requirement of the position. The Basic Requirement may be met by one of the following:
A. An undergraduate degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting (may include up to 6 semester hours in business law).
B. At least 4 years of experience in accounting, or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Such experience and/or education must include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (including up to 6 hours of business law); 2) A certificate as a CPA or CIA obtained through written examination; OR 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g. 15 semester hours) but that does not satisfy the 24 semester hours requirement provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, (b) a panel of at least 2 higher level professional accountants or auditors has determined you have demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the 4 year course of undergraduate study in accounting or related field, and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the requirements.
YOU MUST SUBMIT A LEGIBLE COPY OF YOUR COLLEGE TRANSCRIPT, OR A COPY OF YOUR CPA OR CIA CERTIFICATE IN ORDER TO PROVE THAT YOU MEET THE BASIC REQUIREMENT. IF YOU DO NOT SUBMIT A TRANSCRIPT OR CERTIFICATE, YOU WILL BE RATED INELIGIBLE.
MINIMUM QUALIFICATIONS - GS-11
Applicants may meet the Minimum Qualification requirements at the GS-11 level by one of the following:
A. At least 1 full year of experience (equivalent to the GS-9 level in the federal service) performing the following duties: planning, coordinating and conducting audits, studies and analyses of organizations and information technology systems; writing reports; developing data gathering instruments; conducting special studies; performing pre-evaluation testing; conducting briefings; and developing recommendations for action.
B. Completion of 3 full years of progressively higher education toward a Ph.D. or a Ph.D. in accounting, auditing, or another field that is directly related to this position.
C. A combination of specialized experience as described in letter A above and graduate education as described in letter B above which when combined are equivalent to 100% of the qualification requirements. Only graduate education in excess of the first two years may be used in this calculation. To compute this, first determine your total qualifying experience as a percentage of the experience required under letter B above; second, determine your graduate education as a percentage of the education required under A above; and then add the two percentages together. The total must equal at least 100 percent to qualify.
MINIMUM QUALIFICATIONS - GS-12
Applicants must have at least 1 full year of experience (equivalent to the GS-11 level in the federal service) performing the following duties: planning, coordinating and conducting complex and/or sensitive audits, studies and analyses of organizations and highly complex information technology systems; writing reports; developing data gathering instruments; conducting special studies; performing pre-evaluation testing; conducting briefings; providing advice and counsel to lower grade auditors; making recommendations for improved efficiency and effectiveness of operations to top management officials; and participating in defining the immediate and long range audit planning goals of the office.
