POSITION POTENTIAL: The top grade of this position is GS-12. This position is also being advertised at the GS-11 level to provide additional competition. Upon meeting all legal and regulatory requirements, and upon recommendation of the supervisor, an individual selected at the GS-11 level may be promoted to the target grade of GS-12 level without further competition.

This position is located in an Army National Guard (ARNG) Army Aviation Support Facility (AASF) or Aviation Classification Repair Activity Depot (AVCRAD). The primary purpose of this position is to pilot a variety of aircraft in support of the AASF or AVCRAD logistical and operations missions.
APPOINTMENT REQUIREMENTS: Excepted Civil Service. Individual selected must be assigned to a commissioned officer position in the New Mexico Army National Guard. Individual must wear the uniform as prescribed by National Guard Bureau policies and the Adjutant General of New Mexico. Employment is contingent upon successful completion of a pre placement physical examination.
BASIC QUALIFICATION REQUIREMENTS: The basic qualification requirements are indicated below. These qualification requirements must be met, in addition to any military requirements, in order to be found qualified for and selected to this position.
SPECIALIZED EXPERIENCE (Prepare written justification to the following KSAs as an attachment to your resume/application):
1. Ability to pilot a variety of fixed wing twin engine airplanes and utility helicopters to transport passengers and cargo to and from a variety of points.
2. Ability to operate aircraft with short take off and landing capability, generally in good or fair weather conditions, but may include all types of weather, day and night over terrain such as forests, marshlands, mountain ranges and open seas.
3. Knowledge of flights to modern airports with paved runways, with navigational aids, good landing facilities and some unimproved or tactical landing pads and strips.
4. Knowledge and ability to participate in all-weather search and rescue operations as required.
5. Ability to serve as a member of boards pertaining to aviation accidents, flight evaluation, collateral investigations, standardization and federal recognition.
6. Knowledge and ability to perform maintenance operation checks (MOCs) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair or replacement of components or aircraft systems.
7. Ability to perform general or limited test flights of aircraft when ground diagnostic tests cannot determine the safe and/or proper functioning of aircraft components or systems.
8. Performs acceptance test flights of new aircraft when required.
QUALITY AND TYPE OF EXPERIENCE: The required amount of experience/education will not in itself be accepted as proof of qualification. The quality, type and scope of the experience/education must be of such nature as to demonstrate that applicants are fully qualified to perform the duties at the level for which they apply.
DOCUMENTATION: Applicants must explain in detail, in the application, how the specialized experience was acquired, including applicable dates. Applicants should include, with application, any training completion certificates/transcripts in the areas covered in the KSAs.
MILITARY COMPATIBILITY: Individual selected must be assigned, prior to appointment, to a compatible Duty Military Occupational Specialty Code of: OBR: 67J, CMF: 15.
RE-PROMOTION STATEMENT: New Mexico Army National Guard technicians who were previously downgraded from a grade equal to, or higher than that advertised at the target grade in this announcement, and who are still receiving pay retention benefits from that downgrade, may be considered for this position as an exception to competition.
