Serves as a Child, Youth and School (CYS) Services Supervisory Program Specialist with responsibility for supervising a minimum of 8 ratios of children 0 - 5 (ex, 80 preschoolers) in a Child Development Center (Ages 0-5) or 6 ratios of children/youth (ex., 90 Youth) in a School-Age Program or Youth Center IAW all applicable regulations and standards. Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation. Assists Director with requests for recruitments utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards as required. Provides training for employees as required. Acts as Director in Director's absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings such as a Child Development Center Supervisory Program Specialist acting as the director of the Youth Center on a Saturday. Works with trainer and supervisor to plan, coordinate and implement activities and special events that meet the physical, social, emotional and cognitive needs of children and youth. Assists supervisor in developing program budget. Recommends the procurement of supplies and equipment. Monitors food service program for assigned area ensuring compliance with all applicable Army and USDA food program policies and procedures to include proper meal components and portion sizes. Maintains food program records as required. May be required to perform health related practices as reasonable accommodation for children with disabilities. Performs other duties as assigned.

For positions in Child Development (CDC/SAS) Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.
2. In addition to the basic requirements stated above the following is required:
- Experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
- Ability to select, train, and supervise direct in-ratio staff.
- Ability to develop and implement child and youth facility-based programs.
- The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
- Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.
OR
1. A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.
2. In addition to the basic requirements stated above the following is required:
- 12 months of directly related work experience as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
- Ability to develop and implement CYS facility-based programs.
- The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
- Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

Highly Qualifying Criteria for Supervisory Program Specialist:
1. One year work experience as a Lead Child and Youth Program Assistant, Supervisory Program Specialist or as a Director in the Child and Youth School Services Division in a military child care setting.
2. Work experience with the National Association for the Education of Young Children (NAEYC)?
