This position is located within the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Healthcare Network (VISN 6), Salisbury VA Medical Center (VAMC), at the Kernersville VA Health Care Center (HCC). This position functions as the Associate Administrator for the Kernersville Health Care Center. The position operates as a key member of the Kernersville HCC leadership team and acts as the Healthcare Administrator in his/her absence.
The preferred candidate will have strong experience with Health Administration to include expert knowledge of eligibility, scheduling, and VistA reports. They should also have broad knowledge of personnel management, supervision and experience working with Union representatives. Experience with managing administrative programs to provide oversight of Joint Commission requirements is also desired.
The incumbent provides support to the Administrator by analyzing, evaluating, advising on and coordinating health care delivery systems and operations. Incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative activities of the Patient Administration Service, Pharmacy, Dietetics, Engineering, Logistics, and the Associate Administrator office.
Provides managerial oversight of all operations at the HCC. Ensures integration of services across service lines and coordination with the Salisbury healthcare system.
Analyzes and disseminates directive materials from higher authorities to responsible personnel in the HCC as appropriate. Incumbent conducts process improvement initiatives and lean management techniques.
Assists in the formulation of budget, staffing and supply needs. Provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs in coordination with Salisbury VAMC administrative and clinical Services. Oversees and coordinates maintenance, facility needs, and administration which support a multispecialty health care center within VHA. Implements both long and short term policies and budget execution plans per Strategic Initiatives developed by the Salisbury Leadership Team.
The incumbent has broad, extensive knowledge of personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups.
Incumbent provides direct management oversight to over 60 staff. Incumbent assigns work to subordinates and units based on priorities, difficulty of assignments, and the capabilities of employees; develops or reviews performance plans; evaluates work performance of subordinates, and provides ratings of record; interviews candidates for subordinate positions; and recommends or makes hiring decisions. Responsible for other personnel management issues which affect employees at the HCC including: approving, rejecting, or recommending action on such matters as promotions, selections, awards, and disciplinary actions; investigating and/or hearing employee grievances or serious complaints and implementing or recommending appropriate action with advice of employee relations/legal counsel and Administrator.
Keeps the HCC Administrator and Salisbury Medical Center management officials at the parent facility apprised of administrative activities and situations which could impact management decisions/actions. Establishes and maintains effective liaisons with community partners, service organizations, VBA Regional Office, VISN, VACO, Affiliates, Congressional offices or departments, and various other support personnel to exchange information necessary to carry out the required activities.
Has excellent customer service skills and experience addressing patient concerns.
The incumbent participates with HCC leadership in developing, managing, and maintaining the Kernersville HCC including the organizational structures and management systems and contributing to the development of structures and systems for the overall health care delivery system.
Work Schedule 8:00 a.m. 4:30 p.m.
Physical Requirements: Work typically within a Health Care Center, physical requirements must be able to handle stress of position.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements For a GS-13 position you must have served 52 weeks at the GS-12 level. For a GS-13 position you must have served 52 weeks at the GS-12 level.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Experience which provided knowledge of supervision and management of personnel, data systems and analysis, budget.

There is no educational substitution for the GS-13 level.
