VA Connecticut Healthcare System was officially formed in 1995. We serve veterans in Connecticut and southern New England. The West Haven facility is a tertiary care facility classified as a Clinical Referral Level I Facility. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology and a renowned research program. Comprehensive health care is provided through primary, acute, tertiary and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care. Newington is an ambulatory care center that provides primary and specialty care. In addition to our main campuses, we operate six community-based primary care centers throughout the state.

Basic Requirements:
U.S. citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Master's Degree in Social Work from a School of Social Work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. (Verification of the degree can be made by going to the CSWE website: http://www.cswe.org/Accreditation/Accredited-Programs.aspx to verify that social work degree meets the accreditation standards for a master of social work.)
Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. For grades below or at the full performance level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within 3 years of their appointment as a social worker. Most states require 2 years of post-MSW experience as a pre-requisite to taking the licensure/certification exam, and VHA gives social workers one additional year to pass the licensure/certification exam. In states such as California, Washington, and others where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master's level within one year of meeting the full Connecticut prerequisites for licensure.
English Language Proficiency: Social workers must be proficient in spoken and written English language.
Preferred Experience:
· Experience managing staff/supervisees and knowledge of Human Resource and Bargaining Unit issues.
· An understanding of clinical issues and boundaries within in-vivo contexts with the Serious Mentally Ill population.
· Experience working within clinical initiatives and the clinical impact of Performance Measures & Monitors.
· Experience with hiring new staff and follow up (i.e. talking with references, developing performance based interviews).
· An understanding of fiscal accountability regarding clinical programs.
Grade Determinations: One year of experience equivalent to the next lower grade level (GS-12) in Social Work. The experience must evidence possession of supervisory and management skills.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
