Major Duties: This Veterans Service Representative (Authorization Quality Review Specialist), GS-0996-12 is located in the Veterans Benefits Administration, Regional Office (VARO), Boston, MA. In this position the incumbent acts as a key technical advisor to the Veterans Service Representatives in the Regional Office, and serves as an integral part of the Regional Office's quality assurance program. The incumbent is responsible for measuring individual performance quality and identifying training needs through the review and assessment of completed compensation and pension claims involving development, award processing, and authorization. Primary duties include but are not limited to the following:
· Conducts review of staff appeals and rating quality in order to establish benchmarks for consideration of individual performance standards.
·Tracks and analyzes authorization quality trend information and develops a variety of reports related to information gathered, and presents information and analyses to VSC Management and employees on a routine basis.
·Conducts statistical analysis of quality reviews to identify trends, significant problems areas and processes requiring improvement.
·Prepares documentation to support unfavorable findings in order to provide justification for error decisions and indicate required actions, including providing feedback to relay the rationale and provide appropriate citation to support identified discrepancy.
·Prepares STAR data reports and related administrative functions.

Physical Requirements: The work is normally involves mental rather than physical exertion. The work is mostly sedentary. However, there may be some walking, standing, and carrying of light items such as papers, books, claims folders, and files from one desk to another or for returning to storage. Carts are utilized to carry large number of claims folders. This will require the incumbent to push or pull the cart from one area to another.
