SUMMARY OF DUTIES:
Incumbent performs and directs others in providing fast initial attack and large fire support on wildland fires and other incidents by helicopter use.
Serves as the manager of an Exclusive Use helicopter(s) and is a specialist in helicopter operations, and serves as Sub-Awarding Official Technical Representative (SAOTR) for the existing P.L. 93-638 Helicopter contracts.
May supervise helitack personnel/firefighters that may be established to provide fast initial attack, and large fire support on wildland fires, and other incidents via helicopter.
Manages temporary helibases, provides contract administration for, plans and directs helicopter operations in support of fire suppression, emergency incidents, and resource management projects.
May serve on prescribed burns, per qualifications.
Serves as course coordinator for fire courses and lead instructor for courses.
Responsible for helicopter safety and compliance with applicable policies and procedures.
SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

CONDITION OF EMPLOYMENT: Incumbent will be required to obtain certification as a Contracting Officer Representative (COR) and PL 93-638 Sub-Awarding Official Technical Representative (SAOTR). The SAOTR certification must be attained with 2 years of hire. (If certification has already been obtained, applicants should include a copy with their application).
This is a permanent (full-time) seasonal position. Incumbent will be full-time and subject to an established tour of duty of 40 hours per week when actually employed. Services will not be required at certain times due to lack of work, lack of funds, weather conditions, ceiling limitations, or other circumstances and incumbent will be placed in a non-work, non-pay status. As designated during the year, furlough period will be a minimum of two (2) and a maximum of twenty-six (26) weeks.
A Baseline Medical Examination will be required for all newly hired personnel in permanent positions that require wildland fire arduous duty and who would have received a "Baseline" medical examination under the Department of Interior (DOI) Medical Standards Program (MSP).
As a condition of employment, incumbents must complete a "Baseline" medical examination as required by the DOI-MSP.
This is a Testing Designated Position (TDP) under the Department of Interior Drug Free Workplace Program. Incument will be subject to pre-employment and random drug testing procedures.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for One-Grade Interval Technical and Medical Support Positions, and Individual Occupational Requirements for GS-0462: Forestry Technician Series).
GS-8: 1 year of specialized experience equivalent to the GS-7 grade level. Examples of specialized experience may include service as a technical expert on wildland and prescribed fires to oversee helicopter operations in a variety of duties such as recon, search and rescue, bucket/tank, aerial ignition; operation of plastic sphere dispenser; review helicopter maintenance logs; monitors quality of contracted call-when-needed and negotiated services for compliance with specifications for incident resources; instructs helicopter and related resource management subjects; implements interagency helicopter operations policy outlined in the Interagency Helicopter Operations Guide and Federal Aviation Regulations; directs fire aviation resources in the application of firefighting techniques, fire equipment and supplies, fire behavior, fuel models, and Incident Command System; develops and implements safety protocols and ensures compliance with safety policy and procedures; develops and manages a helitack budget.
GS-7: 1 year of specialized experience equivalent to the GS-6 grade level OR 1 full year of graduate level education. Examples of specialized experience may include assisting in the direction of helicopter operations such as wildland fire suppression and prescribed fire, aerial ignition; performing day-to-day contract administration for contracts; completing daily flight invoices and contract daily diaries; assisting in the implementation of assignments and deployment of helitack personnel and equipment; monitoring and tracking the duty hours of fuel truck drivers; completing and maintaining reports and records of aircraft use; assisting in the development of a helitack budget.
GS-6: 1 year of specialized experience equivalent to the GS-5 grade level. Examples of specialized experience may include determining incident needs, ordering personnel, equipment and supplies; completing and maintaining reports and records of aircraft use; inspecting and performing preventive maintenance from quality checks on helicopter accessories and equipment; participating in direct suppression of fire, direct and indirect fire line construction; performing aerial ignition operations.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
SELECTIVE PLACEMENT FACTORS: Incumbent MUST have held or currently hold all of the following National Wildlife Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
* Primary Core Qualification: Helicopter Manager (HMGB).
Prior Wildland Firefighting Experience: This position requires a minimum of 90 days previous wildland firefighting experience which provided knowledge of the techniques, policies, and practices of wildland fire management. Wildland fires are categorized into TWO distinct types: 1) Wildfires - unplanned ignitions or prescribed fires that are declared wildfires; 2) Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages.
