MAJOR DUTIES:
The MEDICAL TECHNICIAN performs tests and examinations in assigned areas on a rotational basis. The incumbent will be responsible for phlebotomy, specimen processing, molecular microbiology, immunology, and toxicology. Waived and non-waived/complex tests are performed on a variety of specimens using automated and manual techniques with written instructions provided by laboratory manuals and Standard Operating Procedures (SOPs). The testing requires fine and precise measurements or delicate equipment control adjustments, or both. Safety requirements are met through all processes.
Work Schedule: 0600-1430; Off, tour. Weekend and Holiday Rotation.
Position Description Title/PD#: Medical Technician, P.D. # 51296.
Physical Requirements: The work requires regular and recurring physical exertion with considerable walking and long periods of standing, and sitting at workbench. It requires frequent bending over a microscope, stretching and occasional moving of heavy supplies (weighing up to 25 pounds), adequate vision for specimen ID verification, test verification, result verification, and manual dexterity for test ordering and result reporting via computer. Regular and recurring procedural tasks requiring pipetting, measuring chemicals, reagents, or volumes of specimens, and repair of sophisticated laboratory equipment.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-05 position you must have served 52 weeks at the GS-04 level.

Individual Occupational Requirements
For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.
"Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
· Performing phlebotomy. This will be frequently performed in the Outpatient Clinic, Emergency Department, Intensive Care Unit, Operating Room, and inpatient wards.
· Processing specimens for analysis. Involves accessioning, labeling, centriguation, pouring, verification of acceptable specimen integrity, and storage.
· Conducting microbiology/molecular testing to identify Cdiff and MRSA.
· Conducting immunology/toxicology testing

Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
