SPECIAL REQUIREMENTS:
Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration.
1. Knowledge of contract laws, rules, regulations and practices as applied within the Department of Defense in both a dispersed organizational approach and during contingency operations.
2. Ability to develop and execute acquisition plans for multi-dimensional complex procurement actions.
3. Experience managing a decentralized workforce composed of both military and civilian employees in accordance with the principles of Defense Acquisition Workforce Improvement Act (DAWIA).
4. In depth knowledge of the federal Planning, Programming, Budgeting, and Execution process to include all aspects of resource management such as adapting mission to accommodate resource reductions.
5. Ability to establish the vision and create an execution plan for E-Business including integration with the supporting establishment, acquisition community, and the financial management department.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies.
