**This is NOT an all-inclusive list of duties.**
Manages overall surveillance of the contractor's work performance through personal inspections and engaging assigned Quality Assurance Specialists. Oversees and participates in the Development of the Quality Assurance Surveillance Plan (QASP) and periodically ensures its currency. Coordinates changes with the ACO, functional users, and command managers. Incumbent receives, reviews, and validates the contractor's certificate of services. Reviews reports of inspections and discrepancy reports and resolves conflicts between Air Force and Contractor personnel. Advises MAJCOM manager and the ACO of local issue impasses. Acts as final authority (at unit level) on what constitutes a mission impact in determining contract compliance with the simulator availability rate. Evaluates contractor's inspection records, procedures and task verification decisions for the contract provisions, exercises acceptance/rejection authority decisions for these items. Discusses required changes to the contractor's quality control program with the contractor representative and prepares recommendations to appropriate agencies. Prepares monthly evaluations of the contractor's performance for the MAJCOM managers and the ACO.
Ensures the provision of required government-furnished services to the contractor through requests and coordination work with other base support activities such as, Civil Engineering, Safety, Security Police, Supply, etc. Manages assigned Operations and Maintenance expenditures, develops and coordinates additional funding requirements, and submits follow-on requirements to the resource manager. Reviews, validates, and authorizes government-furnished supplies and equipment stock levels and repairs. Verifies security clearances and coordinates simulator facility visit requests. Responds to higher headquarters inspection deficiencies, staff assistance visit inquiries and investigations.
Meets with wing and squadron training personnel to determine TD monthly training schedules. Incumbent provides weekly training schedule to contractor with daily updates, as required. Works closely, with contractor and simulator schedulers, to alleviate problems caused by equipment downtime or changing training requirements. Coordinates efforts to minimize the impacts of simulator limitations on formal and continuation training programs. Plans, schedules, coordinates, supports and controls the on-site activities of outside agencies in conducting simulation test and evaluation, inspection, and Simulator Certification (SIMCERT) of assigned TDs. Attends simulator configuration working group (SCWG) meetings to stay informed of changes in tactics, training, and aircraft equipment requirements.
Provides briefing to local and higher management officials on the status of TD operations. Conducts, participates in, and serves as technical representative in meetings with contractors, ACO, and key Air Force functional managers to resolve discrepancies, discuss procedural deviations, and review quality deficiency reports.
Serves as member/evaluator for pre-award survey teams and acquisition/modification source selections relating to simulator complexes. Assists in writing statements-of-work and purchase descriptions for future simulator/computer modifications and acquisitions. Reviews operations test and evaluation plans and on-site support agreements. Reviews, validates, and recommends approval of proposed hardware and software modifications to TD systems.
Reviews the QAR work activities engaged in inspecting and evaluating contractor's work performance. Determines training needs and develops on-the-job and special training material. Establishes work schedules and task priorities and explains new procedures or changes in work methods. Maintains reports and records of work operations. Evaluates employees' performances for timeliness, quantity, quality, and instruction compliance.
Participation in direct deposit is mandatory.

GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-11 Level - Must possess 36 months: experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

Military Requirements Military skill set is determined by AFSC requirements. Upon selection, individuals must be assigned to a compatible military AFSC in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC.
