This position is responsible for the direction and implementation of the FDA Counterintelligence (CI), Advanced Forensics and Insider Threat (AFIT) Program. The selected member will conduct direct oversight; represent the FDA program to internal and external partners; coordinate and conduct analysis of advanced threats; network monitoring; security controls assessments; and support risk and compliance evaluations. Coordinate and represent a team of technical experts of government and contract personnel assigned to identify, manage and reduce risks against FDA and its cybersecurity environment.
Specifically:
-Assign as the Responsible Official for the FDA Counterintelligence and Insider Threat Program.
-Responsible for policy and guidance, requirements identification, capabilities deployment, and senior government level representation of the FDA program within Health and Human Services and the Intelligence Community.
-Focus on the organizational goals of Information Protection, Cyber, Threat and Vulnerability Management, IT and Cybersecurity Compliance, Center Engagement, Awareness, and Workforce Development, and workflow standardization and alignment.
-Establish, implement, and interpret the requirements for agency compliance with policy directives governing Counterintelligence, Insider Threat, Information Technology and cybersecurity protections.
-Execute security related operational activities.
-Develop, maintain and manage the counterintelligence portfolio of policies, requirements and capabilities to include identification of resource requirements.
-Conduct all source analysis and production of fused threat assessments and associated risks.
-Lead a team of forensic experts in support of national security and law enforcement inquiries.
-Conduct executive, managerial and user-level briefs and awareness training.
-Support operational implementation of national and departmental requirements.
-Develop security operations metrics and manages reporting and compliance.
-Manage the mission related security awareness training program in cooperation with Learning Management team including developing and delivery of security awareness training modules to staff deployed world-wide.
-Support Security Engineering and tech solution development:
-Develop and execute project plan to engineer, construct, deploy and monitor/manage counterintelligence and advanced forensic solutions.
-Evaluate security requirements associated with FDA missions and services.
Conditions of Employment:

In order to qualify for this position, applicants must possess one year of specialized experience equivalent to the next lower grade of GS-14 or equivalent band level of experience in the Federal service that demonstrates competence in attention to detail, customer service, oral communication and problem solving. Specialized experience will also include extensive Intelligence Community and insider threat experience; develop agency cybersecurity and insider threat policy and trainings; oversee the remediation techniques of threats, vulnerabilities, and risks of internal/external cyber exploits.
Certified Information Systems Security Professional (CISSP) certification and other high-level network, systems, and security certifications/qualifications.
GS-14 (or equivalent): individuals must have IT-related experience demonstrating each of the four competencies listed below.
