- The positions are located in the Office of Regulatory Affairs, Office of Criminal Investigations, Headquarters in Rockville, MD.
- The Office of Criminal Investigations is responsible for investigating alleged or suspected violations of the Federal Food, Drug and Cosmetic Act, and related violations of Title 21 and 18 of the U.S. Code.
- Law Enforcement Availability Pay (LEAP): the incumbent is subject to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the U.S. Department of Health & Human Services. Therefore, the incumbent is eligible for Law Enforcement Availability Pay (LEAP) of an additional 25%, and is subject to the provisions of the LEAP Act of 1994.
- Relocation: To promote the efficiency of the Service, the Director of OCI may reassign the incumbent of this position to another position and/or location with OCI in the United States or Puerto Rico.

This position is a first level supervisor located in the Office of Criminal Investigations (OCI) Headquarters. This position provides management and leadership for effective accomplishment of criminal investigation program direction, evaluation of training and equipment needs, and primary responsibility for promoting effectiveness in national criminal investigational efforts. Duties include:
Conditions of Employment
1. Additional Security and Background Requirements: A background security investigation will be required for all appointees. QUALIFICATIONS
To qualify for the GS-14, applicant must have 52 weeks of specialized experience equivalent to the GS-13 grade level of the Federal service.
Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are: knowledge of and experience with investigative techniques; knowledge of federal laws, regulations, and procedures applicable to criminal investigations and reports; and knowledge of management, administrative and supervisory practices and procedures required to plan and direct the work of a subordinate staff.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Time-in-Grade Requirement: In addition to the specialized experience requirement, current Federal employees must meet the time-in-grade requirement by the closing date of this announcement.
To qualify for the GS-14, applicant must have completed 52 weeks in a non-temporary appointment at the GS-13 grade level or higher of Federal service.
Other Requirements:
1. Supervisory Probationary Period: Selectee must complete a one-year probationary period for supervisors unless previously completed.
2. Qualification Inquiry: Applicants for the Criminal Investigator position who have been convicted of a misdemeanor crime of domestic violence are not eligible for employment. All selectees will be required to sign a Qualification Inquiry prior to confirmation of appointment.
3. Drug Test and Medical Examination: you will be subject to a pre-employment drug test and medical examination and must successfully pass. If selected for the position, you will be subjected to periodic medical examinations that must be passed successfully to retain the position. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical conditions that would cause the applicant to be a hazard to himself/herself or others are disqualifying.
4. Basic Criminal Investigation Training: Selectee must have successfully completed the Basic Criminal Investigator course at the Federal Law Enforcement Training Center (FLETC) or equivalent.
5.Firearms: incumbent may be required to carry a firearm during the performance of duties. Firearms qualification with standard issue firearm is required.
6. Federal Law Enforcement Officer (FLEO): This position is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service.
7. Mobility Agreement: Selectees will be required to sign a mobility agreement to accept relocation to other geographic location, if required by the agency. Failure to relocate when directed may result in separation from employment in the FDA in accordance with appropriate Government regulations.
