The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.
The primary purpose of this position is: To serve as Chief Acquisition Program Manager of a major program of national scope, interest, and significance or a major segment of a critical agency-wide program or programs.
· Works with the Product Support Manager (PSM) in planning, organizing, and overseeing the activities of the program office. Assigned program(s) is characterized by unusual managerial complexities and demands as well as substantial uncertainties and risks.
· Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
· Makes periodic and comprehensive assessment and evaluation of program goals and objectives to provide a basis for long-range planning to enhance the organization's management capabilities.
· Represents the program office at higher levels within the organization and with contractor organizations. Establishes, develops, and maintains effective working relationships with other coordinating organizations.
· Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor. Reviews programming documents to determine their effect on the course of the assigned program(s).
A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position.
2. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 3. Employee may be required to work overtime.
4. Employee is expected to meet Continuing Acquisition Education requirements.
5. Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
6. Must be able to obtain and maintain a Top Secret clearance as a condition of employment.
7. This is a drug testing designated position. The incumbent is subject to random testing for drug use.SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include ALL of the following tasks. Assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle, AND; Developing and implementing program controls, AND; Planning, organizing, and coordinating activities related to contracting, engineering, testing, and logistics, AND; Reviewing and directing the progress of applicable contracts in meeting program objectives, AND; Preparing briefings, studies, and other analyses for presentation to management officials and stakeholders.
