Serves as the Fleet Ordnance & Dry Cargo Program Manager, responsible for programmatic planning, directing type-command level support, supervising, and monitoring daily readiness and maintenance.
Manages the overall strategic planning for the Fleet Ordnance Program, including the development of long-range program plans and policies, goals, objectives and milestones.
Serves as the principal authority for all International Safety Management (ISM) matters related to the assigned class of ships.
Establishes and implements guidance for moving ships between Reduced Operating Status (ROS) and Full Operating Status (FOS) while identifying requirements and coordinates with staff codes for contracts such as lay berth contracts and other contracts for the class.
Serves as the top advisor to the Director, Government Operations, NFAF and Service Support Ships (MSC PO1 (SES)) and to the Commander, Military Sealift Command (COMSC) on all matters related to the Fleet Ordnance & Dry Cargo Program.
Special Requirements
A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.
Travel is a requirement of the position and may exceed 25%.
Overtime may be required.

Possession of a USCG Marine Engineer's license or a USCG Deck License (current or expired) is desirable. Possession of the factor must be verifiable via copy of license. Incumbent is regularly working with requirements of the International Maritime Organization's International Safety Management (ISM) Code, ABS rules, and USCG Regulations.
SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:
Applying advanced management and business principles and practices along with comprehensive knowledge of budget and fiscal policy, and financial administration in order to manage a class of ships.
Utilizing a mastery of commercial ship operations, construction, capabilities, and maintenance management procedures, as well as shipboard and auxiliary systems including operations, maintenance, and repair and/or contract to accomplish same.
Utilizing a mastery of knowledge of commercial shipping and construction regulations and the body of supporting requirements and inspections to include the Code of Federal Regulations (CFRs), United States Coast Guard (USCG), and American Bureau of Shipping (ABS).
