The incumbent serves as Chief, Ambulatory Care and Processing. He or she has full responsibility for organizing, planning, directing and controlling work related to processing applications for medical benefits, reception, determining eligibility, admitting, outpatient clinic scheduling and processing commitments, transfer of patients, beneficiary travel, and public relations related to these programs. Incumbent is delegated staff responsible for formulating plans; evaluating and coordinating the day-to-day administrative management of the entire Ambulatory Care Program. Major duties for the position include (but are not limited to):
Assisting in formulation and development of major administrative policies for the Ambulatory Care program and file unit;
Developing written operating procedures and schedules to guide employees in their work;
Defining standards for assigned work; reviewing, revising and or rejected any submitted work;
Preparing replies to Congressional inquiries, and correspondence relating to inquiries from veterans, family members of veterans, service organizations, other VA facilities and private providers of medical and dental care where the inquiries relate to Ambulatory Care functions;
Conducting processing time studies, internal audits, studies to meet accreditation/ JCAHO requirements
Interpreting complex regulations and laws relating to eligibility for medical benefits and processing of applications;
Assuming responsibility for the personnel administration of all employees assigned to their section (leave approval, scheduling, performance appraisals, establishing performance standards and position descriptions, employee morale and resolution of complaints and grievances)
Directly supervising four Supervisory Medical Support Assistants and four Administrative Officers of the Day
Resolving technical work problems and studying continuing problem area;
Managing fund control points for all programs administered by Ambulatory Care.

Physical Requirements: The work is primarily sedentary, however, there is some walking, standing, bending, and carrying of light items such as papers, files, manuals and records.
Time in Grade Requirements: In order to be eligible for the GS-12 level, you must have one year of experience equivalent to at least the next lower grade level (GS-11).
