This position is located in the United States (U.S.) Mint facility in West Point, NY
The position has responsibility and oversight for the effective management of the Equal Employment Opportunity (EEO) program for an industrial operation employing employees in a wide variety of occupations including professional, administrative, technical, clerical and trades and crafts. The incumbent in this position serves as the EEO advisor to the Plant Manager and respective management officials at field facility. The position administers the equal employment program by providing continuing equal employment services to managers and employees of all levels and all shifts; providing program direction, training and guidance in the areas of affirmative action and complaint resolution; and performs EEO program administration and/or evaluation. The position also serves as advisor on EEO issues covered in the Alternative Dispute Resolution Program at field facility.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Develop, manage and oversee the EEO program and review all personnel administrative guidance, practices, procedures, policies, instructions, directives, etc., to assure EEO program compliance.
- Serve as the EEO technical representative providing authoritative advice and direction to the Plant Manager, managers, supervisors, employees/applicants on procedural EEO issues and requirements to provide a better understanding of the EEO process and/or their responsibilities; communicate systemic EEO issues which provide grounds for complaints; address recent court decisions and regulation changes; and in the development of crediting plans.
- Provide advice and assistance to EEO counselors to resolve informal complaints and ensure timely processing of complaints in accordance with Mint guidelines; monitor complaints to ensure effective and efficient completion and takes action to expedite complaint processing.
- Research, formulate and recommend facility goals, objectives, policies and strategies for dealing with problems identified in the program.
- Serve as a key member in management planning meetings regarding policies and practices that impact equal opportunity with emphasis on activities to eliminate causes of complaints and in the decision making or recommendation process on matters concerning position management, recruitment, training, promotion, job design, reduction-in-force, etc.
The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
