VA Eastern Colorado HealthCare System (ECHCS) is complexity level 1a and provides a full range of state-of- the-art patient care services, and will soon be providing care in a new state-of-the-art hospital in Aurora, CO. The duties of the Prosthetic Representative are to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disable patients. This work requires the application and interpretation of laws concerning benefits available to disabled patients and of the regulations, procedures and practices based Theron and in addition, a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices, and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices. The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, the National Prosthetic Patient Database, inventory management and a knowledge of the Prosthetic national software package. A Prosthetic Representative must have analytical ability, social awareness, tact and diplomacy, and good communication skills. They must possess knowledge of established management principles, concepts and methodology to identify, analyze and resolve managerial and administrative issues or problems of a procedural or factual nature. The Prosthetic Representative must be able to anticipate the need for action. They must also possess the ability to deal effectively with individuals and groups and to adjust to difficult or stressful situations. Duties include but are not limited to:
· Develop local organizational policies and procedures consistent with national policies and procedures
· Serve as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices
· Interpret prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for or by the patients
· Authorize the purchase, fabrication or repair of prosthetic devices
· Maintain continuous liaison with manufactures and dealers of prosthetic supplies, inspecting their facilities and services and participating in the award of prosthetic appliance contracts
· Monitor contracts for compliance to statement of work
· Receive, analyze and process requests for prosthetic equipment and services
· Give technical and administrative advice and assistance on prosthetic problems to other facilities
· Access and provide technical guidance concerning equipment and benefits to beneficiaries and other health care workers
· Serve as technical advisor and subject matter expert
· Schedule patients and provide necessary documentation
· Communicate and respond orally or in writing with management and/or stakeholders
Work Schedule: Generally, Monday through Friday, flexible 8 hour shifts between the hours of 05:30 a.m and 07:30 p.m. Candidate must be willing to work weekends, irregular work hours and extended hours. The candidate must be willing to be placed, detailed or temporarily assigned to other related services and/or locations, if necessary.

Basic Requirements:
· Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
· Experience and Education
· Experience. Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting. OR,
o Education. Education equivalent to a bachelor's degree from an accredited university or college. OR,
o Experience/Education Combination. Equivalent combinations of experience and education are qualifying.
· English Language Proficiency. Prosthetic representatives must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
Preferred Experience:
1. Three to five years of Prosthetic Representative experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations:
Creditable Experience. Experience is only creditable if documented in the application and verifiable through employment references and/or other means.
Quality of Experience. Experience is only creditable if it is equivalent to at least the next lower grade level and is directly related to the position to be filled.
Part-time Experience. Part-time experience as a prosthetic representative is credited according to its relationship to the full-time workweek. For example, a prosthetic representative would receive 1 week of full-time credit for each 2 weeks of half-time work.
Specialty Services. Services that are unique to more complex facilities. These include, but are not limited to: Spinal Cord Injury Unit (SCIU); Blind Rehabilitation Center (BRC); Traumatic Brain Injury (TBI);
Home Based Primary Care (HBPC); Driver Rehabilitation Training; Orthotic and Prosthetic Laboratories;
Optical Laboratories; Prosthetic Implants.
Grade Determination. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-11, Experience. At least 1 year of experience equivalent to the next lower level. In addition, the candidate must demonstrate the following KSAs:

Education equivalent to 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study.
Demonstrated Knowledge, Skills, and Abilities
1. Knowledge of prosthetic programs related to at least 2 specialty programs as identified above.
2. Ability to advise clinicians on the selection, prescription, and acquisition of a full range of prosthetic devices.
3. Ability to maintain liaison with prosthetic supply manufacturers and dealers by inspecting their facilities and services, and participating in the award of prosthetic appliance contracts by providing advisory services to contract specialists.
4. Knowledge of investigative/research studies for newly developed prosthetic items in order to select pilot wearers, and compile data on item usefulness.
Assignment. This is considered to be the full performance level. Typical assignments include serving as a prosthetic representative with signatory authority providing technical advice to a facility with 2 or more specialty services such as those in paragraph 3a(4) or as a Supervisory Prosthetic Representative who is not in a service chief or assistant service chief position.
