The incumbent will perform all the duties and accept all the responsibilities of Chief, Pharmacy Service for the Durham VA Health Care System. The Durham VA Medical Center is a 251-bed tertiary care teaching facility affiliated with multiple affiliates, including the Duke University School of Medicine. The facility provides general and specialty medical, surgical, psychiatric in-patient and ambulatory services. The Medical Center functions as a regional center for radiation therapy, neurological disorders, therapeutic endoscopy, and other specialty procedures. The facility continues to be a referral center for high-risk open heart surgeries in addition to performing angioplasty and hemodynamic cardiac catheterization.
Ambulatory care facilities now include nine different sites of outpatient care, including a new Health Care Center in Greenville, NC, which provides full specialty outpatient services and Hematology-Oncology. The Health Care System is committed to the needs of the aging veteran, as demonstrated by the active gerontological research, education, and clinical practice programs (GRECC). The 100-bed Community Living Center is reflective of an ongoing emphasis on wellness, preservation of functions, and rehabilitation. The Durham VAMC hosts five research Centers: the GRECC, Health Services Research and Development (HSR&D) Center of Innovation, the VISN 6 Mental Illness Research and Clinical Center (MIRECC), the Southeast Regional Epilepsy Center of Excellence (SE ECoE), and the Cooperative Studies Program Epidemiology Center (SCPEC). The Durham Health Care System has a robust research program with 486 active research projects conducted by 162 investigators. Through affiliation with the Duke University Medical Center there are residency training programs in medicine, surgery, psychiatry, diagnostic specialties, and subspecialties. In addition, there are dozens of active training programs with other academic institutions, providing training for >2000 students annually.

Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
Licensure:Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Preferred Experience:
Management experience within a highly complex VA Medical Center.

In addition to the GS-14 requirements, must have one year of experience equivalent to the next lower grade level.
Assignments. Candidates at this grade level are to be in the assignment listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Service Chief. Responsible for all aspects of pharmacy services at a medical facility by maintaining effective interdepartmental relationships demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long term interest of the organization, capitalizing on opportunities and managing risks. Responsible for compliance with all safety, regulatory, and accrediting body requirements. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations.
