The Medical Support Assistant (MSA) in Primary Care is a member of the Patient Aligned Care (PAC) Teamlet (Patient, Primary Care Provider, RN Care Manager, Clinical Associate and Clerical Associate) and reports to the Primary Care Business Manager or other onsite managers as designated for Community Based Outpatient Clinics (CBOC). He/she provides clerical and other administrative support to Primary Care overall, at a teamlet level and for specialty clinics as assigned. He/she provides advisory and technical assistance regarding eligibility for treatment as well as special programs. The MSA provides assistance to beneficiaries seeking medical benefits and provides advice to clinical staff on eligibility and related topics. He/she performs receptionist and record keeping responsibilities, and other administrative duties to support direct and indirect patient care and to promote the efficiency and effectiveness of clinic operations. This includes but is not limited to: check-in and out; scheduling, including participation in consult management functions; cancellations; registration and other data verification; mailing letters and other correspondence; and, participation in preplanning and/or follow-up of visits as needed.

Physical Requirements:
The majority of the work is performed in an office setting, primarily while seated. The position requires some standing, ambulation, bending and carrying of items such as training manuals. In addition, there can be increased stress due to the intensity of a patient/customer complaint or concern.

BASIC REQUIREMENTS.

b. Experience and Education
(1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
(2) Education. One year above high school; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
c. Certification. None required.
d. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
GS-6 Advanced MSA
EXPERIENCE: One year of experience equivalent to the next lower grade level (GS-5) is required.
Experience must have equipped the applicant with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Qualifying experience would be an administrative experience that provided opportunity for setting priorities, meeting deadlines, communicated tactfully, technical healthcare process, managing a clinic, policies and procedures as it relates to patient care, and medical terminology. To be creditable, specialized experience must have be inequivalent to at least the next lower grade level (GS-5) in federal service. (*To receive credit for these skills, they must be documented in your application/resume).
In addition candidates must demonstrate the Knowledge, Skills and Abilities (KSAs) below:
1. Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies and regulations.
2. Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
3. Advanced knowledge of the technical health care process as it relates to access to care.
4. Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
5. Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care and revenue process.
6. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
