The position is located in the Architect of the Capitol (AOC), Director Planning and Project Management, Director Project Management Division, Chief Project Management Branch. The incumbent is responsible for serving as the Chief Project Management Branch, supervising professional, technical, permanent, temporary and contract support staff for large AOC projects. Approves project plans, design development, construction oversight and commissioning or acceptance of completed major projects. The incumbent assists in meeting the needs of a wide range of stakeholders, including Congressional leadership, oversight and appropriation committees, individual Members of Congress, congressional staff and congressional constituents.
Major Duties
SUPERVISORY RESPONSIBILITIES (25%)
Responsible for administrative, professional and technical supervision of the staff, serving as the immediate supervisor. Assigns duties and evaluates performance. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves or refers for resolution employee complaints and grievances pursuant to AOC policies. Practices non-discriminatory and non-retaliatory employment actions and prevents unlawful retaliation, discrimination, or harassment based on race, color, religion, sex, national origin, sexual orientation, genetic information, age or disability or other protected category.
Provides for employee skills enrichment through job related coaching, mentoring and training. Manages the workforce based on organizational goals, budget considerations and staffing needs.

CAPITAL PROJECT DIRECTION (75%)
Applies principles of general engineering to resolve novel or obscure problems and develops new approaches that guide other engineers and construction personnel. Utilizes related professional fields, such as mechanical, civil, structural, electrical, architecture and landscape architecture, to ensure that areas of overlapping responsibilities among technical disciplines receive proper design consideration and ensure that total project objectives are met and design coordination is achieved. Applies the concepts, principles, practices, laws, regulations and core competencies of project management to manage and oversee the delivery of high quality projects on time and within budget.
Exercises initiative to ensure the integration of contract development and management, change management, scope management, time/schedule management, cost management, quality management, risk management and communication management. Oversees project controls to include planning, scheduling, modeling work flow, managing fiscal rates, cross-resourcing to optimize overall assets and securing alternate means for accomplishing work when assets are limited. Responsible for reporting, analysis and programming.
Utilizes best practices and methods for performing productive constructability assessments, change order management, production information management, tools and equipment management, equipment management, cost tracking, cost and progress recording and reporting, FTE controls, pre-construction and project start-up, design and contract decisions, as-built design changes and warranty program management. Prepares, justifies and administers the program budget.
Directs a multi-disciplinary workforce with varying skill levels, managing people, assets and situations in a demanding setting where the operating environment is in a constant state of change. Advocates project goals and expresses facts and ideas in a convincing manner, negotiating with individuals and groups internally and externally. Utilizes a high degree of diplomacy in dealing with Senators, Members of Congress, staffs and representatives of other Federal agencies, outside contractors, work crews and employees in the Capitol Complex. Develops networks and builds alliances and collaborates across boundaries to build strategic relationships and achieve common goals.

For Engineers:
This position requires a Bachelor’s Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum
OR
A bachelor's degree in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.
For Architects:
This position requires a Bachelor’s Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
