MINIMUM REQUIREMENTS:
1. Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
AND
3. Intermediate Level Two, Non-Supervisory Certification. Those current on-board GS-1102 technician employees, who have not completed the training and certification requirements for their current positions, are not considered as qualified candidates for promotion consideration to fill vacant contracting positions using Merit Principles.
CERTIFICATION CAREER LEVELS:
Each applicant must have validated GS-12, Intermediate Level Two, Non-Supervisory certification
GS-1102 Dual Status Technicians are not eligible for any promotion consideration to higher graded positions if these technicians do not have the required certifications to retain their current positions.
The certification requirements may vary for the GS-1102-12 positions dependent on the complexity of the contracts managed by the incumbent.
GENERAL EXPERIENCE: Must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Defined as specified experiences and competencies (Knowledge, Skills and Abilities) that prepared the applicant to successfully perform the duties and responsibilities, with the required competency level, as defined by the applicable position description. Each applicant must have the education requirements, validated GS-12, Intermediate Level Two, Non-Supervisory certification and list acquisition experience by months and years (e.g. Feb 12 to Mar 17) in their resume to qualify.
Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.
NOTE: If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.
Knowledge, skills and abilities (KSAs) listed below will be used in the selection process. KSAs are important to the entire selection process and should be addressed specifically and completely within the resume.
1. Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services, commodities and/or construction using a wide range of contracting methods and contract types.

8. Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions.
QUALITY OF EXPERIENCE: Qualifications are not based solely on time. Qualification factors include experiences and competencies in the Contracting program Series GS-1102. A candidate's competencies are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria, awarding requirements for military skills and military skill technical training schools are always followed.
