Performs limited duties related to merchandising buying. Purchases a limited variety of merchandise categories as designated. Assists in establishing selling prices; and negotiating terms, delivery dates, special promotions and discounts for designated categories. Manages inventory levels of assigned classes by using open-to-buy, stock sales ratios, inventory records, never out items, markdown/markup strategies, vendor returns, and other merchandise controls to maintain inventory turnover.
Gathers and summarizes information from various sources to assist the Buyer in developing goals for yearly merchandising plans in conjunction with the Merchandise Planner, to include sales volume, inventory turn, gross margin, receipts, markdowns, and markup.
Follows up to check and ensure that established monthly open-to-buy forecasts are executed for departments of responsibility and inventories are solved to plan.

Analyzes RMS reports to gather information and report on trends, problem areas, and deficiencies to improve processes, maximize sales and manage inventory levels. Works to develop expertise in the retail merchandise system to understand proper replenishment, distribution and allocation of merchandise.
Manages the allocation process to ensure balanced unit inventories exist at store level to achieve maximum sales, turnover, and gross margin levels.
Maintains the integrity of the auto replenishment process for departments of responsibility.
May review merchandise offering; and examine and evaluate samples submitted by vendors. Formulates recommendations based on review for acceptance or rejection of items.
May negotiate for support from suppliers such as cooperative advertising, freight concessions, minimum order size, displays, training, vendor supplied selling help and any other allowances as directed.
Assists in the selection of merchandise and coordinates inventory for promotions. Prepares advertising sheets, coop forms, worksheets, secures samples and performs other related duties as needed in conjunction with corporate promotional events. Assists in developing vendor produced inserts/flyers to tie-in with major promotional events.
Ensures ad merchandise is allocated to all stores in proper quantities and on time.
Follows up to ensure Exchanges are provided with complete merchandising information pertinent to assigned departments or merchandise classifications. As directed, prepares bulletins and merchandise flashes to forward to Exchanges to include the master stock assortments for each selling location, and plan-o-grams for assigned departments.
Assists in management review of retail operations of Exchanges pertaining to assigned categories. In conjunction with the Buyer, analyzes, develops and recommends procedures to be used in resolving specific problems to ensure effective merchandising operations.
Assists Buyer with projection of markdowns, and ensures timely and accurate communication of price changes to the stores.
Under the supervision and by direction of the Buyer may assume buying responsibility for assigned merchandise classifications.
EVALUATIONS:
Bachelor’s Degree in Merchandise Management, Marketing or a related field appropriate to work of the position, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR three years of practical experience that demonstrates knowledge of retail buying, advertising, and merchandising techniques. Ability to become familiar and comply with DoD, Department of the Navy, and Marine Corps directives, policies, and regulations covering retail operations. Working knowledge of Microsoft Office software packages of Excel, and Power Point.
