Oversees the development and execution of the merchandise financial and assortment planning process. Supports the Planning Team by providing direction and advice pertaining to the process. Provides direct oversight of Planning staff to include the management of the process from bottom up pre-season planning, merchandise analysis and assortment planning. Evaluates output, identifies and recommends improvements to overall process. Serves as liaison between Planners, Retail Support Group, Buyers, and Replenishment Analysts to ensure all processes are executed. Monitors merchandise financial and assortment plans for accuracy and logic on critical KPIs, sales volume, inventory turn, gross margin, receipts and markdowns. Ensures assortments are at adequate levels to meet sales demand by site and cluster. Develops, maintains and monitors reporting systems directly affecting plans. Reviews and analyzes new systems and reports for impact to process. Responsible for defining, implementing and maintaining consistent methodology to effectively execute process. Reviews historical data and current trends to identify opportunities by division, line of business, command and/or site. Exercises analytical ability, judgment, discretion, and apply a thorough knowledge of management principles, practices, methods and techniques to continuously analyze accuracy of planning process. Recommends improvements to procedures. Manages multiple work assignments simultaneously or as prioritized. Gathers pertinent data to evaluate needs; conduct records research, review reports, regulations and directives. Monitors process and makes recommendations on corrective actions and conduct follow up inspections. Plans, develops and prepare analyses for current and projected programs to achieve goals and objectives. Collects, verifies and adjusts data from diverse sources and perform qualitative analysis manually and through automated systems. Evaluates quantitative results and consult with subject matter experts to identify significant factors, relationships and trends to produce accurate and meaningful data. Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee wellbeing. Travels to complete work assignments, and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours.
EVALUATIONS:
Bachelor’s Degree in Merchandise Management or a related field appropriate to the work of position and three years of practical experience and in-depth knowledge in retail buying and merchandising techniques, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Must have the prior supervisory experience. Must have demonstrated ability to analyze retail components, including inventory turn and sales and markdown trends and their implications to sales and gross margin performance. Advanced knowledge of Microsoft Office software package of Excel, Power Point and Access. Familiar with retail operations system(s) and the ability to manipulate data in order to execute replenishment process. Ability to become familiar and comply with DoD, Department of the Navy and Marine Corps directives, policies and regulations covering retail operations.
